expected to be released at the end of this month.
Many of our residents look forward to the newsletter email at the
beginning of each month, so we apologize for the delay as we continue to
work on a redesigned, bigger, and better, newsletter.

Congratulations to our Zoning Officer Ceci Morillo! Cecilia recently
successfully completed all three Rutgers Center for Government Services
Zoning Courses and has received her Official Zoning Officer Certification.

look for Officers from the Harvey Cedars Police Department on Friday night
December 22, as they assist our Fire Company with escorting Santa around
town.
We can all be Santa and bring cheer for the holidays: The Harvey Cedars
Police Foundation and The Harvey Cedars Police Department are once again
sponsoring the “Fill A Patrol Car” Toy Drive to benefit Family Promise of
the Jersey Shore, which helps families experiencing homelessness and
economic hardships in Ocean County.until Dec. 8th, anyone interested can
bring a new unwrapped toy for children from the ages of 3 -17 years old and
bring the toys to the lobby at the Harvey Cedars Borough Hall. Any

Please join me in welcoming our newest full-time Police Officer to the
HCPD. Officer John Tirella joined our department on December 1st following
a recent retirement at the HCPD. Officer Tirella comes to us from the Ship
Bottom Police Department where he served as a Class 2 Officer. Officer
Tirella holds a bachelor’s degree in Criminal Justice from Stockton
University, is an Eagle Scout and former competitive swimmer. He brings
with him great communication skills, a teamwork mindset and the willingness
to learn. These traits and many others will allow him to excel as a great
Harvey Cedars Police Officer.
"LET-IT-GROW” aka “No Shave NOVEMBER” is over and I want to thank all the
officers and others who participated, and especially thank those who made
generous donations to "David's Dream & Believe Cancer Foundation” or their
own favorite charity. Team HCPD alone raised over a thousand dollars this
month!

Harvey Cedars is getting tidied up before the cold weather sets in. The
water tank was recently power washed and is looking like new again. Water
hydrants have also been flushed.
The Brick Project is moving right along at the point in Sunset Park.
Personalized bricks are being installed as new orders arrive. Make sure to
take a walk out to the point on a nice day to check out the progress. It’s

We still have an ample supply of dune grass for those who wish to take
advantage of the warm weather we have been experiencing to plant. Stop by
the public works yard on weekdays if you'd like to pick some up. Planting
dune grass each fall is vital to our beach protection efforts.
The first ever Harvey Cedars calendar is coming together nicely. We look
forward to publishing in mid-December for an early January release. Thank
you to all who have submitted photographs for consideration.
There will be a free, informative Flooding Insurance Outreach Webinar on
Tuesday, November 14th at 5:30pm to examine the benefits of flood insurance
and important aspects of coverage before flooding is an immediate concern.
The presenter will offer helpful steps for staying protected, as well as

The end of the grace period for the fourth quarter tax payments is today
(November 13th). The grace period was extended a few days due to
observance of the Veterans Day holiday on Friday the 10th.
Thank you to all those who attended the annual Wine Tasting event! The
Harvey Cedars Activity Committee put on a great event as always. Thank you
to the Fire Company for the great venue and all the volunteers who make
this event successful year after year. If you missed the event, but would
like one of the Harvey Cedars stemless wine glasses, stop by Borough Hall
to purchase one. They make a great gift!

There are two community and charitable initiatives of the HCPD and HC
Police Foundation that we would like to note: No Shave November and the
Annual Toy Drive.
Once again, the HCPD will be participating in the “*No Shave November*”
campaign to raise money and awareness for those impacted by a cancer
diagnosis. The Chief, our Officers, and I have put down our razors for the
entire month in an effort to support David’s Dream and Believe Cancer
Foundation efforts. Please help us raise money by donating today! More info

And the holiday season kicks-off with the HC Police Foundation “Annual Toy

15th - December 8th, the Harvey Cedars Police Foundation and The Harvey

In October, Chief Burnaford, Sgt. Snow and Danielle Tilton, whose
responsibilities include Accreditation Manager, attended the final hearing
for approval regarding the HCPD reaccreditation assessment , which was
conducted by a 12 person panel from the New Jersey State Association of
Chiefs of Police. The HCPD was once again successful after receiving a
unanimous vote. Congratulations to Chief Burnaford and the entire HCPD on
once again demonstrating their complete professionalism, expertise and
commitment to excellence.
Last month we provided some key HCPD and HC Beach patrol statistics from
the summer. With Fall here and Winter approaching, we can note that last
Fall and Winter our officers conducted approximately 3,000 home and
property checks. As you can see, our officers are busy 24 hours a day, year
round. If you are going to be away at all, make sure your home becomes part
of those statistics for this year by registering for the HCPD Winter House
Registration Program. Property owners can register online (www.hcpolice.org)
or fill out this form and email it to dtilton(a)hcpolice.org. It is a great
piece of mind for our property owners when they are not here.
Feedback and/or questions on these statistics, or the ones we provided for

I want to thank the Harvey Cedars Activity Committee for the great Wine
Tasting at the Firehouse on Saturday, Oct.28th. Always a great time! It
takes a lot of planning and a lot of work to make it such a success.
Thanks to all the Harvey Cedars residents who attended the October
presentation I gave on the U.S. Constitution as part of my American History
talks for the Friends of the Library. As always, it was the terrific
discussion that followed the presentation that was most satisfying.

Fall is here and Public Works is busy as ever. We are fixing the beach
entrances after the storms from the last two weeks as well as removing the
remainder of the beach mats and putting many of the trash cans away for the
winter.
Many of you may have noticed that the water tank is collecting mold on the
bottom due to the moisture and lack of sun light. We will be cleaning the
tank later this month. When it’s done, the tank will look clean and new
again.
If you haven’t taken a trip out to the point at Sunset Park, you are
missing out. Phase One is complete and it looks even better than I thought
it would. The engraved bricks are coming later this month and will be
installed as soon as they come in. I want to thank so many of you who have
made this dream a reality. I also want to thank those who worked alongside
me to make this happen. It would not have happened without so many people
pitching in. If you have not yet joined the memorial project, there is
still time. You can still purchase a brick and leave a mark on our town.
To jumpstart the creation of our first ever, Harvey Cedars calendar, we are
looking for your help. We will be running a photo contest, where selected
photos will be highlighted in the calendar. Forward any digital photos
(recommended 300 dpi) of Harvey Cedars you would like to be considered to
hcdpw(a)harveycedars.org. Older, hard copies can be mailed to: Public
Works, PO Box 3185, Harvey Cedars, NJ 08008 for possible inclusion in the
calendar. If you submit hard copy photographs and wish them returned,
please include your name, address and telephone number in the envelope. The
deadline for submissions is October 31st.
As in the past, there will be a large supply of dune grass available to
residents for pick up on October 6th. The dune grass will be left outside
the public works gate for residents to access over the October 6th weekend.
During the week grass can be picked up in the DPW yard. Planting dune
grass each fall is vital to our beach protection efforts.

October is a slower month for the finance office. We are preparing to
begin the annual budget process.
The tax office is preparing to send out the Added/Omitted tax billing.
They will be sent out next week for those property owners that have
additional assessments. These bills are in addition to the
originally billed taxes and are due November 1st.
This month the Harvey Cedars Activity Committee is hosting their annual
Wine Tasting event on October 28th from 5:30-7:30pm at the High Point
Firehouse. This event is a great place to get together with neighbors and
friends before the busy holiday season. Come out and enjoy 35+ national
wine brands and hors d'oeuvres. Tickets are $50 per attendee and are now
available for purchase. Tickets can be purchased at borough hall from
Monday-Friday 8:30-4pm or by mailing a check to PO Box 3185 Harvey Cedars,
NJ 08008. Space is limited!

The HCPD Community Forums resumed in September with a terrific presentation
from Dan Krupinski, head of the LBI Health Department. Dan presented the
background and operations of the LBI Health Department and discussed all of
the health and safety tasks the department regularly performs for island
municipalities. The scope of their work was eye-opening for many residents,
who now have a great appreciation for all they do. Thank you, Dan, and
thanks to everyone who attended and again led a thorough q and a session.
With the storms and horrible weather through much of September, our Police
Department and Beach Patrol had their hands full. We had many days of
strong winds and dangerous rip currents throughout the month. We updated
our social media platforms and other communication vehicles frequently to
keep the public well informed of conditions. And the HCPD had all extra
emergency vehicles, such as the "5-ton, hummer” available, and posted on
social media in regards to where to call in case of power outages. I did
receive several calls from residents about lines down. The HCPD responded
immediately to insure no safety issues. Thankfully, other than Comcast
being down for several hours, no serious issues were reported.
In September the HCPD went through its 4th re-accreditation assessment and
the assessors from the New Jersey State Association of Chiefs of Police
found no issues. Official re-accreditation will follow soon, but it is not
too soon to congratulate Chief Burnaford and the entire HCPD on once again
demonstrating their complete professionalism and expertise.

numbers for the summer months of July and August”

Our beach patrol has officially closed out another great summer season.
Thank you to Beach Operations Chief Randy Townsend and his entire staff for
providing great services from our lifeguards, beach badge checkers, beach
transportation program etc. We are already looking forward to 2024!

I hope everyone had a wonderful Labor Day weekend. What a great fireworks’
show on Saturday night, I hope you enjoyed them. Thank you to the
Activities Committee for all their hard work and, also, the first
responders who volunteered their time so that we could enjoy a great
show. It is hard to believe summer is officially over. School has begun for
many, and the fall season will be here before you know it.
Public works is working hard. We will slowly begin putting all the summer
things to bed like beach mats, lifeguard stands, trash cans, and so many
other things need to be put away for the winter. The memorial brick
project will begin this week. The bricks have arrived, and our Public Works
department will be preparing the site for the installation of the
project. The memorial bricks which many of you purchased will be arriving
later this month. We will be replacing the watermain on West Bergen Avenue
prior to paving that street late this fall.
The beach project is on track for late this fall or early next year. It is
our desire to have replenishment done after the hurricane season. In early
November we will be issuing, with the state, a notice to proceed with the
project. It will be great for Harvey Cedars to have our beaches
renourished. If you’d like to learn more about beach vulnerability and
recent studies done by local universities, please consider coming to the
next borough meeting. We will be hosting an educational session on
September 18th at the borough hall right after our 4:30pm meeting about the
vulnerability of the Jersey Shore beaches by Stockton University.
I was encouraged to hear about Interfaith Health & Support Services (IHSS)
and the wonderful job they do for our senior population. IHSS has served
thousands of seniors since it opened its doors in 1998 as a non-profit
organization. Twenty-three different congregations from Forked River to
Tuckerton and all of Long Beach Island participate in providing volunteers
and support for those needing care. Volunteers provide transportation to
doctor appointments, the library, and community events, do food shopping,
provide respite care for caregivers, and make reassurance calls. Volunteer
training is ongoing, and volunteers are always needed and welcome. Please
call 609-978-3839 to speak to IHSS’s Executive Director, Amy Raimondi,
about how Interfaith can best use your skills.

Thank you everyone for another wonderful summer here in Harvey Cedars!
A HUGE thank you to the Harvey Cedars Activity Committee and their
coordinator Christine Lisiewski for a great fireworks display on Saturday
night. Donations from our taxpayers and businesses fund this event every
other year. Your support is always appreciated. The Impulsives put on a
fantastic show that was sponsored by the Harvey Cedars Police Foundation.
Thanks to the Harvey Cedars Police Department, the High Point Volunteer
Fire Company, Barnegat Light Volunteer Fire Company, Surf City Volunteer
Fire Company and the Barnegat Light First Aid Squad for their support
during the fireworks and throughout the summer season.
The municipal tax sale for the delinquent 2022 taxes and municipal charges
was scheduled for September 1st, but all the properties paid their
delinquencies prior to the sale time. Timely payments ensure that your
property is not on this list in the future.
The High Point Volunteer Fire Company held their annual Dog Day Road Race
in August with great success. Your continued support at fundraisers and
the annual mailing is greatly appreciated.
What a wonderful summer for the events hosted by the Harvey Cedars Activity
Committee! Our HCAC volunteers collected over $2,800 in donations at
concerts. These donations provide funds for future concerts and events. We
could not do it without volunteers! The end of summer meeting will be
happening soon to wrap up summer and start planning the Annual Wine Tasting
event. If you are interested in joining the HCAC, contact Christine at
Borough Hall.
As always, the end of summer signals the beginning of hurricane season. As
a reminder, if ordered to evacuate please follow any directions released by
the state. In the event that you find yourself in an emergency situation
still on the island, I would like to remind you that both the Harvey Cedars
Bible Conference and the High Point Volunteer Fire Company are areas of
refuge. In the case of an event like this, Mayor Oldham will coordinate
efforts the Bible Conference and Chief Federicci will coordinate the
efforts at the Fire Company. If you have any questions please reach out

Another summer season is coming to an end. I hope everyone enjoyed it and
was safe and healthy. I would like to thank HCPD Chief Burnaford and HCBP
Chief Randy Townsend for a terrific job this summer. They and their teams
did their usual great job, and faced some particularly challenging
scheduling issues regarding beach coverage. I know our residents and
visitors are appreciative of their efforts.
Our Beach Patrol remained fully staffed through the middle of August, and
is still doing a great job staffing as best as possible as we close out
summer. Please note that the postseason lifeguard schedule is as follows:
Middlesex Ave will be guarded daily, Tuesday, Sept 5th through Sept 30th
80th St beach will be guarded on weekends, depending on weather and
staffing.
I want to thank Agnello’s By The Cove for hosting a “Coffee With A Cop” in
August, completing the Coffee With A Cop Program for this year, after our
July stops at the Neptune Market and Birdy’s.
COMMUNITY FORUM:
September brings a return to our Community Forums with a presentation on
Thursday, Sept. 21st at 5 pm by Dan Krupinski of the LBI Health Department.
Dan’s presentation will cover all of the services provided by the LBI
Health Department, the Department’s background, as well as how that
organization works with and supports the island’s municipalities. This is a
great opportunity to learn about the LBI Health Department and ask any
questions of Dan, who will also give a perspective on the upcoming flu
season.
Please be aware that the County, which controls the lights on the
boulevard, will be turning them “off,” that is changing them to flashing
beginning Monday, Sept.11th
HCPD ACCREDITATION:
On Monday, September 11th, 2023 a team of assessors from the New Jersey
State Association of Chiefs of Police (NJSACOP) will examine all aspects of
the Harvey Cedars Police Department policies and procedures, management,
operations, and support services. Chief Burnaford and I welcome the
verification from the team of assessors that the Harvey Cedars Police
Department meets the Commission’s “best practice” standards. It is part of
a voluntary process to achieve accreditation, a highly prized recognition
of law enforcement professional excellence.
As part of this final on-site assessment, employees and members of the

August has arrived and summer is half over. The Dog Day Road Race is
coming up. I invite everyone to come out and support High Point Fire
Company. The lifeguard races are also just around the corner and our

We are working hard on our first ever Borough Calendar! In addition to
providing easy to read trash / recycling schedules, we hope it will be a
useful resource for all community information and events during the coming
year. Stay tuned next month for further information, including a photo
contest! Winning submissions will be highlighted in the Borough of Harvey
Cedars 2024 calendar.
In addition, Harvey Cedars is now participating in the Recycle Coach
program. This app is free and ready to download. Not only does it contain
our regular collection schedules, the helpful "what goes where" search tool
is designed to give you instant results so you can sort your waste
confidently and correctly.
Phase one of the memorial brick project will begin in the middle of
August. We have been notified that the prices of the bricks will go up
slightly after the first week of August. If you have kept putting off

The beach replenishment project is on target to begin late fall and we are
getting ready to mobilize for the streetscapes project in the center of
town. We will be giving the contractor notice to proceed after Labor Day.
We continue to work on the beach helping everyone with access. The
handicapped ramp at Mercer is much improved.

The new 2023/2024 tax bills were mailed in July. The grace period has been
extended until August 21, 2023. Thank you to all that have already made

We are having our annual tax sale on Friday, September 1, 2023 for any 2022
delinquencies.

I want to thank the Neptune Market and Birdy’s Cafe for each hosting
“Coffee With A Cop” in July. Many residents and visitors stopped by to meet
Chief Burnaford and our Officers. Between events such as these, the HCPD
Community Forums, and other outreach initiatives such as having a table
setup at every concert in the park, we are forming a great bond between the
HC Police Department and our citizens. Next up for Coffee With A Cop will
be Agnello’s By The Cove on Friday August 18th from 8am - 10am.
Speaking of the Harvey Cedars Public Safety Community Forums, a reminder
that they will pick up again on Thursday, September 21st at 5:00 pm with a
presentation by Dan Krupinski of the LBI Health Department. Dan will review
the background and services provided by the LBI Health Department. Mark
your calendar for another excellent Community Forum.
On July 27, our HC Activity Committee and HC Police Foundation sponsored
this year’s annual Kids Night in Sunset Park! It was a huge success with
lots of smiling faces on the children. We are already looking forward to
next year!
The HCPD hears many safety concerns throughout the summer about pedestrian
& bicyclists. One of them being bicyclists failing to stop at red lights,
as they should by law. In a continuing effort to educate and enforce this,
our police department has a detailed program in place this summer for bike
safety on our boulevard. This Harvey Cedars initiative was covered by NBC
News, as they reached out to us to interview Chief Burnaford about Harvey
Cedars bike safety program, which includes but is not limited to:
- High Visibility Enforcement at intersections with traffic lights;
- Educational Initiatives, including social media and town-wide emails;
- Thorough notifications of the law, including utilizing the HCPD’s
electronic signboard on the boulevard.
Congratulations to Chief Burnaford for again making Harvey Cedars
a leader in the State, and for mentioning in the NBC TV interview how the
HCPD “listens to our residents.” It is a fundamental part of good community
relations.
So……..Please drive, walk, and bike safely. Walk against traffic; bike with
traffic, and obey all the rules of the road while driving or bike-riding.
Lifeguard Chief Randy Townsend and the HC Beach Patrol continue to provide
excellent coverage on our beaches. The water has been warm and the beaches
packed, and we have been fully staffed to accommodate the crowds.
A couple of upcoming events in August that I would like to note:
Sunday, August 20th will be the Dog Day Road Race to support the High Point
Volunteer Fire Company. Whether you are participating in the run or not,
come and support this key fundraiser for the High Point Volunteer Fire
Company.
Harvey Cedars' own Mike Kramer and the Cornelia Street Band will be playing
Friday night, August 11th at 7 PM at the LBIFoundation of the Arts and
Sciences (LBIF) in Loveladies. The LBIF is a great organization, worthy of
support from everyone on LBI, and the music will be fabulous. There is a
large contingent of Harvey Cedars residents already signed up, so come and
party with your neighbors if you can. Tickets can be gotten at the LBIF

I hope to see everyone at the HC Taxpayers Association’s annual meeting on
Saturday, morning August 26th at the High Point Firehouse. Our HCTA has had
an extremely productive year, so it should be a very informative meeting!

I want to wish everyone a very happy 4th of July. The island is hopping
with people, and everyone is in celebration mode. Today we reflect on our
independence, celebrate our freedom, and remember those who served in our
armed forces.
Harvey Cedars is very busy. People mulling around the craft show, enjoying
the beach, scurrying around the downtown business district, and enjoying
the great food of our local restaurants.
Public Works is also busy. Work on the water main on 75th street has been
delayed due to the high tides. However, we have completed reconnecting all
of the water services and will let everything settle before repaving the
street this fall. Public Works’ employees are out emptying trash on the
beach and street ends along with repairing things on a regular basis. We
are raking the beach four days a week and continually cleaning off the
beach mats and maintaining the street ends.
Remember the memorial brick project at Sunset Park? We will begin
construction this August. There is still time to get a memorial brick and
honor someone in your family along with improving Harvey Cedars at the same
time.
We are expecting final approval from the Department of Transportation any
day. Once we have that approval, we will start the bidding process for the
streetscapes project to begin in the fall.

Happy 4th of July to all, and have a safe and enjoyable summer!
I am happy to announce that Danielle Tilton, the HCPD Confidential
Administrative Assistant has, after successfully completing accreditation
manager training and exam, has been appointed as the Accreditation Manager
for the police department. The HCPD has been accredited since 2010 showing
its commitment to accountability, transparency and acknowledges the
implementation of policies and procedures that are conceptually sound and
operationally effective. For many years, working towards the accreditation
certification has required considerable time for our officers. With Mrs.
Tilton now serving as the Accreditation Manager our officers will now have
even more time to be on patrol, a nice productivity increase for our
department. Congratulations Danielle!
The HC Public Safety Community Forums continued in June with a presentation
from the High Point Volunteer Fire Company and the Barnegat Light First Aid
Squad. The presentation by these all-volunteer organizations, that keep us
safe year-round, gave us a complete picture of their background and
operations. It was a terrific presentation, with a great q and a with the
HC residents in attendance. Thanks to all!
The Community Forums will pick up again on Thursday, September 21st, 5 pm -
6 pm at Borough Hall with a presentation by the LBI Health Department. Dan
Krupinski will present all of the services provided by the LBI Health
Department, the Department’s background, as well as how that organization
works with and supports the island’s municipalities.
Our boulevard and side streets are extremely busy, so please remember to
bike with traffic, walk and run against traffic, and observe all traffic
regulations, including the Safe Passing Law (move over one lane for
pedestrians or bikers, when possible, and slow down to 25 MPH if you cannot
move over) and remember to stop for pedestrians at all street corners.
Traffic, bike, and pedestrian activity is at its height now, so please all
be safe and observe all regulations. PLEASE be especially careful on our
side-streets where children play. Slow down….. Slow down…..PLEASE slow down.
Our HC Beach Patrol is fully staffed for July, thanks to great off-season
recruitment and retention work put in by our Chief of Beach Operations
Randy Townsend. The HC Beach Patrol is once again fully accredited, after a
thorough observation, by the Ocean Lifesaving Association (OLA) and the US
Lifeguard Association (USLA). Congratulations again to Chief Townsend for
this well-deserved accomplishment.
I want to thank Chief Burnaford for continuing his excellent community
relations. In June, Chief Burnaford took part in “Ride To School With The
Chief” giving some students quite the thrill of being taken to school in a
police vehicle by the Chief of Police!
Chief Burnaford was also once again the “go-to” official when radio station
94.3fm (The Point) did an interview about "Summer Safety Tips.” Our Chief
gave a great interview, stressing everything from bike safety, water
safety, including rip currents, and more. We should be proud that
organizations and businesses turn to Harvey Cedars when they need expert
opinions and advice.
Speaking of Community Relations, The Harvey Cedars Police Department will
be hosting Coffee with a Cop again this Summer. The first will be
at Neptune Market on July 14th from 8:00 am-10:00 am, followed by Birdy’s
Cafe on July 22nd from 8:00 am-10:00 am, and then at Agnello’s Cafe on the
Cove on August 18th, 8:00 am-10:00 am. I encourage every resident to stop
by and meet our dedicated officers.
I was happy to see so many HC residents at the Harvey Cedars Taxpayers
Association social event at Sunset Park. Another great event by the HCTA.

Department and the Harvey Cedars Beach Patrol.
This is a chance for Harvey Cedars residents, and residents of all the
communities these volunteer organizations serve, to meet the leaders of
these vital organizations and learn about their mission and the services
they provide.
Mr. Coddignton noted will be talking about the history of the High Point
Volunteer Fire Company in Harvey Cedars, what services they provide, and of
previous calls they have encountered.

Memorial Day has come and gone. The Island was packed with people filled
with anticipation of the beginning of summer, and the weather did not
disappoint. Public works worked very hard to get everything ready for the
kickoff to summer. Beach entrances were rebuilt, dunes pushed up, beach
mats installed, trash cans put out, wind screens placed on the pickleball
courts, and so many other things were accomplished that nobody sees.
There is a real stir over the windmills that are proposed to be installed
offshore. There are people on both sides of this issue, and we need to
leave this world a better place than when we found it. If you are
concerned about moving the windmills further offshore, I would recommend
that you get involved with Save LBI at *https://www.savelbi.org*
<https://www.savelbi.org> They are working to have them moved further
offshore and seem to be a source of information.
We are completing the watermain on 75th Street and will try to get one
installed on West Bergen Avenue before everyone arrives for the summer. We
will want to let the trench that was dug settle over the summer, and then
we will pave both of the streets in the fall. If you watched the North
Beach project, you would have seen why we let trenches settle prior to
paving.
The streetscapes project is being reviewed by the Department of
Transportation and, as soon as we receive their blessing, we will go out to
bid. We are slated to begin construction in the fall. I have also been
notified that the beach replenishment will begin late fall or early
winter. We are in desperate need of replenishment from 76th Street in the
north all the way to the south end of town.
The borough will be installing a fence at the bay beach shortly and look
forward to opening all our beaches. A number of years ago, we started
lifeguarding some of our beaches on the weekends beginning Memorial Day.
There were many rescues up and down the island and lives lost north of Long
Beach Island. I am proud we put guards on the beach to make it safer for
the residents of our town.
We are looking forward to a good summer.

The Chief and I hope everyone had a great and safe Memorial Day Weekend and
are ready for a great Summer!
The Harvey Cedars Public Safety Community Forums continued in May with the
HC Beach Patrol Community Forum, led by Chief of Beach Operations Randy
Townsend. Chief Townsend did a great job presenting the HC Beach Patrol’s
Organization Chart, Policies and Procedures, a description of the Lifeguard
in Training (LIT) Program, the Beach Access Program, and more. As always, a
great question and answer session followed with some great ideas from our
residents. Congratulations and thanks to Chief Townsend for a great
presentation.
Next up, on Thursday, June 15th, at 5 pm, will be the Harvey Cedars Public
Safety Community Forum presented by the High Point Volunteer Fire Company
and the Barnegat Light First Aid Squad. Come join your neighbors for a
great presentation about the key VOLUNTEER organizations that keep us safe
all year round!
In a continuing effort to keep our beach staff and residents safe,
especially the youth in our Lifeguard In Training Program, HC Public Safety
will be purchasing a weather machine w/ lightning detection capabilities.
This equipment comes fully warranted every year, provides mobile (cell
phone) and desktop notifications to our public safety supervisors and key
decision makers, visual camera of the area of our choosing and radar
tracking with 24/7 access to a meteorologist for questions regarding
weather activity specific to Harvey Cedars. Not only would our Beach Patrol
and Police Department greatly benefit from this equipment, our Department
of Public Works will have full access to the data and it will assist them
with their weather related concerns such as upcoming nor-easters and snow
storms. This equipment will greatly assist us with making important and
quick life saving decisions.
Some more good news: In May the LBI Health Department provided us with the
results of bacteria samples from Kinsey Cove, all samples indicated less
than 3 colony forming units (CFU) per 100 milliliter of water. That is
extremely low: it could likely be zero, as you can only get so low based on
dilution and sensitivity. The recreational bathing standard is less than
104 CFU per 100ML. In terms of bacteriological standards this is great and
indicated there are no sanitary issues or leaks leaching into the lagoon.
In addition, we completed the “Dead Fish Plan” in case we have another
incident of dead fish in our coves this Summer. This plan will allow us to
respond and mitigate the negative effects as much as possible. I want to
thank the Department of Public Works, Public Finance, and the LBI Health
Department for their contributions to this plan - which I hope we never
need!
I am sure you have seen by now that Traffic Lights on the boulevard have
been activated and the speed limit lowered. Please drive carefully at all
times, and remember to move over one lane for pedestrians or bikers, when
possible, and slow down to 25 MPH if you cannot move over.

Over the Memorial Day Weekend, the weather was excellent and our town was
packed. Our police department was fully staffed and responded to and
handled approximately 180 incidents. Below is a brief summary of a few of

I’d like to congratulate Daina Dale, our Municipal Clerk on her
retirement. Daina served as the Municipal Clerk for the borough for over
20 years, she’s worn many different hats during her tenure and has
contributed to the town and its residents in countless ways. We wish her
much health and happiness in her retirement. She will always be a valued
member to the Harvey Cedars Community.
It will not be long until summer is upon us, and we will be enjoying all
that Harvey Cedars has to offer. Public Works is working hard to be ready
for Memorial Day and the kickoff of our summer season. The team is hard at
work on the beach - pushing up the dunes, clearing entrance ways, and
rebuilding the entrance ways which were destroyed by the winter northeast
storms. We have been working with the State Department of Environmental
Protection to reconstruct the entranceways. We have a lot to accomplish
prior to everyone returning, but our goal is to have everything rebuilt by
Memorial Day weekend.
I want to take this opportunity to thank the volunteers who have been
working with me to improve the landscaping at Borough Hall and Sunset Park.
Everyone has been so helpful and, if you look around, you will notice the
improvement. A loving hand makes a real difference. Volunteerism is alive
and well in Harvey Cedars and our town is better because of all that you
do. See picture below.

We need to make a big push to jump start the Sunset Park Point memorial
paver project. We have reached the halfway mark and need to get the word
out to push this project over the finish line. If you have not joined the
project yet, or know of someone who would like to purchase a memorial

The streetscapes project is in final review with the Department of
Transportation. We need their final blessing before we can enter the
bidding process with contractors. This project will be a great improvement
to our downtown business district. I am looking forward to improved safety
along with a contiguous walking path for pedestrians. This is not to
mention how much better the downtown will look for years to come. I will
keep you posted as we progress. You should see construction begin this fall.
The beach renourishment project is still online for the fall or early
winter. The beaches look good on the north and south end of town. However,
the middle of town is compromised, and this summer will be difficult for
everyone to navigate the beach. I will keep you posted as things develop
surrounding the renourishment of our beaches.

Since adopting the budget at the last meeting, the Borough has received two
grant awards. The annual COPS in Shops grant was awarded to our police
department in the amount of $1,440. The Borough also received $70,000 in
the FY2023 Local Recreation Improvement Grant. Bill and the public works
department are in the process of getting bids to help improve our beloved
Sunset Park.
The 2023 Pickleball Badges are now on sale at Borough Hall. Residents can
come in with their 2023 seasonal beach badge to get their personal
pickleball badge. There is a limit of six (6) per household. For
nonresidents, a seasonal badge is $100. If you have a 2022 pickleball
badge, please bring it to Borough Hall during borough hours for renewal
along with this year’s beach badge.

First let us offer our sincere thanks and best wishes to our retired
Borough Clerk, Daina Dale. Daina has been an amazing asset for Harvey
Cedars for so many years. She will be missed and we wish her the best in
whatever her future holds. Also, we want to congratulate Anna Grimste on
becoming the new Harvey Cedars Municipal Clerk. We are extremely fortunate
to have Anna step into this new role.
The Harvey Cedars Public Safety Community Forums resume on Thursday, May
25th at 5 p.m. at Borough Hall with the *Harvey Cedars Beach Patrol
Community Forum*, led by Chief of Beach Operations Randy Townsend. Modeled
on the very successful HCPD Community Forums, which were recognized and
honored by the N.J. State Legislature, the HC Beach Patrol Community Forum
will cover such things as Chief Townsends’ background, the HCBP
Organization Chart, responsibilities of the Chief of Beach Operations,
lifeguard qualifications and responsibilities, beach-badge checkers,
responsibilities of the public, and more.
Beach badges are available for purchase daily at Borough Hall, from 8:30
until 4:00. The Beach Badge booth in Sunset Park will open for sales on the
Saturday of Memorial Day Weekend, May 27th between the hours of 10am and
1pm.
The HCPD has once again received a grant of $1,440 for the “Cops in Shops”
Program, which monitors alcohol purchases by minors. The HCPD continues to
apply for and receive grants such as this so that we may run specialized
programs without impacting our budget.
The HCPD participated in the DEA “Operation Take Back” in April, during
which residents could bring in unused, expired and unneeded medications for
safe disposal. Don’t forget that we have a permanent prescription drug
collection box in our Boro Hall for all to use 24/7/365.
In April we introduced an ordinance to ban gas-powered compressors from
construction sites. The new requirement adds gas-powered compressors to the
existing ban on gas-powered generators. We will also be preparing a new set
of instructions for all builders, contractors, and anyone who comes in for
a permit, detailing all of the Borough’s rules for construction sites,
including the new gas-powered restrictions, but also laying out in detail
such requirements as dumpsters being covered at all times. Contractors will
be required to sign and acknowledge receipt of such requirements. I want to
thank Chief Burnaford, Zoning Official Ceci Morillo and Construction
Official Sean MacCotter for their work on this, and especially the
residents who bring these ideas and issues to my attention.
Thank you to all who attended and supported the very successful Casino
Night fundraiser for the Harvey Cedars Police Foundation and High Point
Vol. Fire Company. President of the Foundation, Sergeant Kevin Snow, and
Foundation Trustee CFO Rebecca Wessler along with many others did a
wonderful job organizing the event!! We look forward to making it an annual
event.
Traffic light activation date is set for Monday May 22nd and the speed
limits are reduced around this time period. Please, as always, drive
carefully.
And finally, I want to thank Chief Burnaford and HCPD Chaplain Wes Smith
for attending, and representing Harvey Cedars, at the Second Annual Ocean
County PeaceKeepers and Prayer Leaders Luncheon. This luncheon brought law
enforcement leaders as well as faith based leaders together to continue to
build great relationships.

April showers bring May flowers. We experienced quite the thunder and
lightning storm over the weekend. There was also a significant threat of
tornadoes in our area. We saw some swirling in the High Bar area but were
fortunate to not see any damage in Harvey Cedars. I have received a couple
of inquiries of “where do we go during these times”? One place of refuge
would be the Davis Center gymnasium at the Bible Conference. The
Conference is designed as an essential building to withstand stronger wind
conditions. It also has a backup generator in the event power is lost.
The Fire House on 80th Street is also a place for congregating after a
storm.
Public works is very busy getting ready for the summer. We are working
with the state to get all of the crossovers open in time for Memorial Day.
Clearing the walkovers of sand that has been deposited over the winter
months is a high priority. In the near future, we will begin the water
main replacement on West Bergen Ave. and West 75th Street. This project
will be completed prior to the busy summer months, the streets will be
paved in the early fall. The Department of Public Works will also be
adding and replacing the fire hydrants on those streets during the renewal.
As the summer approaches, I want to bring to your attention the Memorial
Paver Project at Sunset Park. The project is a great way to remember
someone and make an investment and improvement to our park. The point at
the park is a wonderful place to watch a sunset. We need to have more
people get behind this project to get it going. We will be sending out a
dedicated email for the brick project. Please keep an eye out for the
email and consider purchasing a brick of your own.

The 2023 Harvey Cedars budget was introduced at the March 20th meeting and
is expected to be adopted at the April 17th meeting. This year Harvey
Cedars residents should expect to see a very small increase in the local
tax rate. There are several large projects happening in town that we would
like to see accomplished this year, most importantly the Sunset Park
Playground Rehabilitation. Last year several residents brought to our
attention the need for new playground equipment which is an
extremely costly endeavor. We have also applied for a grant to help offset
some of the costs for the playground equipment.

With Spring here, more and more people will be out walking and biking and
enjoying our great town. Please be careful on our roads and remember to
bike with traffic (and obey traffic rules when biking) and walk against
traffic. And remember to stop in at Borough Hall to pick up a reflector if
you are going to be walking or biking in the dark.
In March we passed a new Ordinance changing the start of Construction hours
from 7 a.m. to 8 a.m., from March thru October (previously it stayed at 7
a.m. until Memorial Day.) I hope this gives our residents a little more
peace and quiet this Spring.
Saturday night, April 22nd from 6 P.M. until 10pm. will be the first
"Casino Night,” hosted by the Harvey Cedars Police Foundation, a 501 (c)
(3) not-for-profit, and the High Point Volunteer Fire Company. The goal of
the HC Police Foundation is to provide funding for youth and community
outreach programs, charities, training and education, and funding for
specialized equipment to help our police department better serve the
community, so not only will you have a great evening, you will be doing
good for the community. Proceeds from the Casino Night will go towards a
high school scholarship and to support the High Point Fire Company. The
cost for the event is $125, which includes food provided by the Neptune
Market, and beer and wine provided by Neptune Liquors, and, of course,
chips to bet with which can be turned in for raffle tickets and prizes. You
can register in advance by emailing Sgt. Snow at ksnow(a)hcpolice.org or
show up at the door. Attendees must be 21 or older and present a valid ID.

We are making excellent progress with a “Dead Fish Plan” in case we have
another unpleasant event this summer. After meeting with Public Works,
Public Finance, the LBI Health Department and the Department of
Environmental Protection, I circulated a draft plan to all and we will meet
in April to finalize a “Emergency Management” Plan. Hopefully we never need
it, but if we do, we’ll be ready!
I want to thank the many Harvey Cedars residents who attended Part 2 of the
American History presentation I gave in March at the Library in Surf City
at the request of the Friends of the Library. I love giving these talks,
and I especially love the discussion afterwards. Thanks again to all, and
to the Friends of the Library for inviting me to speak!
Our Chief of Beach Operations Randy Townsend, while busy getting full
staffed and ready for the summer, has also begun preparing the HCBP
Community Forum which will be held on Thursday, May 25th at 5 p.m. at

March comes in like a lion and goes out like a lamb. Some of the old
timers may recall that the 1962 storm occurred in March. It blew out of
the northeast for fifteen days and the dunes could not hold up with all the
high tides. Over half of the homes washed away during that great storm.
We watched many homes wash out of Harvest Cove and into the bay. When you
looked out of the window of our home, there was only one house that
remained to the east and that was the house on Burlington Avenue in which
Judy Gerkins now lives. In fact, my mother took one of the pictures used
in the National Geographic magazine which covered the storm. You may have
seen it.
We are fortunate today that our dunes are intact. They could withstand a
pretty good storm. The problem is that the beach is not in good shape. I
met with the Army Corps of Engineers and State Department of Environmental
Protection (DEP) to develop a plan to access the beach where there is a
significant drop-off from where the dune is eroded down to the flat beach.
We will have that plan in place very shortly and will make sure all public
beach accesses are accessible by Memorial Day. We do not want to start the
project too soon and have a random storm destroy all our hard work. It is
disappointing that the beach sand replenishment will likely not be done
until the fall.
Our Streetscapes Committee has finalized the plan for improving the
downtown area for pedestrian traffic. The plan will provide a contiguous
sidewalk from Borough Hall to 80th Street on the west side of Long Beach
Boulevard and from 78th Street to 80th Street on the east side of the
boulevard. The project will be a tremendous improvement for public safety
on the boulevard. We will be submitting our final plan to the DOT for
final approval shortly and will then proceed to the bidding process.
I had our yearly meeting with the Ocean County Road Department and
requested from them to add a crosswalk at James Street, along with trimming
trees along Long Beach Boulevard, and clearing the shoulder to the edge of
the pavement. Other plans in place are to raise the bulkhead on 80th
Street and various yearly activities like cleaning storm drains to improve
drainage. We discussed the Streetscapes project, and the County will be
supporting us as we seek the final approval from the DOT.
There are many other things happening to get ready for summer. Please feel

I hope everyone is safe and healthy, and ready for Spring to arrive.
In February I received the report on the review of the HCPD by the Law
Enforcement Risk Control Consultant, J.A. Montgomery Consulting. The review
is done annually in conjunction with the Ocean County Joint Insurance Fund,
on which I sit as the Harvey Cedars representative. The review covered some
31 points and concluded with: “There are no suggestions for improvement at
this time.” Anyone or any department that has ever been audited knows what
a rare accomplishment that is. Congratulations to Chief Burnaford and the
entire HCPD. And note that while the auditors may not have found anything
that needs improvement, achieving constant, steady improvement is and
always will be a guiding principle of the HCPD!
I want to thank our Traffic Safety Officer, Ben Mrozinski, and Chief
Burnaford for their review of the proposed Streetscape plan as it relates
to boulevard safety. Their review and input was presented at the last
Streetscape Committee meeting and was extremely useful in finalizing plans.
In February I met with Dan Krupinski, LBI Health Department to further
develop a plan in case we are hit with a dead fish problem again this year.
Input towards a plan has already been provided by Public Works, Public
Safety, and Public Finance and we will all meet again to finalize a plan so
we are ready…..just in case!
By now you have probably heard that outdoor dining will be permitted again
this year in Harvey Cedars. We try to learn every year how to make the
process smoother, safer, and more convenient. I want to thank the many
people who emailed, wrote, and called expressing their support and offering
their thoughts, especially around traffic and parking. The Chief and I are
committed to making sure the process improves year over year, so that our
residents and visitors can enjoy our great restaurants. Remember to obey
all regulations and to respect the neighbors and we will have another great
year.
Last summer we were extremely fortunate to have Officer Danielle Bialecki
with us as a Seasonal Officer. She was a constant presence in Harvey
Cedars, biking around town, patrolling the beach, and interacting with so
many residents. I am happy to say that Officer Bialecki will be with us
again this season. We were fortunate to have her last year and we are
fortunate that she will be back! We do have an opening for an additional
Class 1 Seasonal Officer for this summer. Applications may be picked up at
Borough Hall or downloaded on the Harvey Cedars website. Please share the
opportunity!
I want to thank the many Harvey Cedars residents who attended the
presentation I gave in February at the Library in Surf City at the request
of the Friends of the Library. Part 2 of this American History program,
focusing on the policies and people that have kept us together as a nation,
will be on Sat., March 11th at 10 A.M. I expect we will have another good

It is February already. The winter is flying by and spring will be here
before you know it.
We have good news and bad news. First the good news. We have secured 50
million dollars for the LBI beach project between all the partners. This
will allow us to restore the beaches, fix the walkovers and repair all the
beach accesses. I’m glad that there are resources to make it through
another round of renourishment. The bad news is that the funding will not
be in place for the 2023 season.
The Federal Government will most likely have the money in place this spring
but it will take some time for our state partners to get together and
before contracts can be advertised. We will likely not see more sand on the
beach until the fall or winter months, while this is disconcerting to us,
we must look at the bright side. The good news is that our dunes are
intact and homes are protected. The bottom line is, there is money for
restoration and we will see a beach project in the near future.
Obstacles that may delay the beach replenishment project include
regulations that dredging companies must be US owned in order to be awarded
the contract. Currently, there are only two dredging companies that are US
owned and operated; Great Lakes and Weeks Marine.
In the meantime, we are putting plans in place to provide access to the
beach on all the public walkovers. Our public works will be working with
our State and Federal partners to establish and rebuild walkovers for all
the public access points. We will also bolster our Beach Wheels program to
help our disabled and elderly population have better access to the beach
due to the challenges caused by erosion.
I have had numerous conversations with our State and Federal partners, and
because of our established relationship, we will move up the list quickly
if the funds become available sooner. I am sure many of you are
disappointed that the project won’t start right away, I am as well.
However, I wanted to communicate with you that as things develop we will
let you know our plans for our beaches as summer approaches.

In January, we filed our Annual Debt Statement. Our Net Debt is 0.186%,
where the state allowed up to 3.5%. The town is in good financial shape
and continues to have a very low debt percentage.
The Harvey Cedars Activity Committee is in full swing with summer
preparations. The concert line-up for Wednesday night summer concerts has
been finalized and vendors are applying for the craft and art events. The
calendar of events will be available early spring!
The HCAC will be hosting our fireworks this year on Labor Day weekend,
Saturday, September 2nd. The fireworks are funded through donations only,
not from your tax dollars. A donation request will be included in the
mailing of your water bills. Thank you to those who have already donated!

Don't forget to get your new dog license! Getting your dog licensed is the
law, but there are also many benefits for the dog owner. A licensed dog can
easily be returned to their owners! The process also reminds you to keep
your dog up to date on their rabies vaccination.

In another feather in the cap of the Harvey Cedars Police Department, HCPD
Chief Robert Burnaford was asked to help teach water rescue to the new
recruits at the Ocean County Police Academy, clearly demonstrating the
level of expertise we have here in Harvey Cedars. Congrats to our Chief.
Once again there have been some sightings of coyotes both on the bay and
ocean sides of town. The following are things you can do if you spot a
coyote in your neighborhood or near your home:
· Frighten coyotes with loud noises.
· Fear of humans is important for coyote survival.
· Keep garbage in a tightly sealed container.
· In your yard, remove pet food, fallen fruit and spilled seed beneath
bird feeders.
· Use yard lights or motion detectors to frighten them away.
· Keep pets in fenced areas or covered kennels.
· Stay with your pets while outdoors, unless pets are in a secured,
covered kennel.
· Do not allow pets to run loose. Keep pets on a leash.
A very important reminder: PLEASE make sure your house number is Visible
and Clear. Should emergency vehicles get a call for an address, it is
important that they can quickly identify the house.

- Saturday night, April 22nd the Harvey Cedars Police Foundation will be
holding a Casino Night at the High Point Firehouse. Proceeds of the event
will help support the charitable work of the non-profit Harvey Cedars
Police Foundation and the High Point Volunteer Fire Company. It's a great
partnership and a fun night to raise some funds. Food and beverages will be
provided.
- After the very successful HCPD Community Forums, we have scheduled a
Harvey Cedars Beach Patrol Community Forum, led by HCBP Chief Randy
Townsend, for Thursday night, May 25th, right before the start of the full
beach season. More information as we get closer.
- From an idea that arose at one of the HCPD Community Forums, we have
begun discussions to hold CPR/First Aid training in coordination with the
High Point Volunteer Fire Company. Dates and details to be announced soon.
- On a personal note, I have been asked by the Friends of the Island
Library to be the guest speaker for a two-part American History program
focusing on the policies and people that have kept us and our nation
together. The presentations will be at the OC Library in Surf City, Part 1
on Saturday, Feb 25th, 10:00 - 11:30, and Part 2 on Saturday March 11th,
same time. I hope to see many of my Harvey Cedars neighbors there for what
I hope will be a good interactive discussion. The Friends of the Island
Library is an all-volunteer non-profit organization devoted to supporting &
promoting the Long Beach Island Library in Surf City. For information

HCPD as “individuals of strong character and uncommon determination.” The

Department “a leader in the State” and the legislature paid tribute to its

The holiday season is just around the corner, and we have been hustling and
bustling around town to put up decorations. We have also been working on
the Borough Hall - the clock tower was in disrepair and many of the trim
boards were rotten. Repairing and replacing rotten boards is a slow
process and it is much like renovating your home while you are living in
it. Our team is doing a great job. When the work is completed, you will see
a major improvement in the appearance of the Borough Hall.
The Public Works Department continues to repair the beaches and we are
trying to provide access for everyone. We are really struggling from Essex
Avenue down to Atlantic Avenue as there is so little sand in that area to
fix the accesses. The minute we push up some sand, the next high tide
takes it out. I was on the phone this morning with the Army Corps of
Engineers and was reminded that, during the government’s budgeting time, it
is necessary to let our representative know our need for beach
renourishment.
There was ice on the puddles outside this morning and I want to remind
everyone to shut off all outside showers and spigots. You will also want
to make sure your sprinkler systems are blown out. Water leaks are common
when it gets cold, and a leak can cause a significant amount of damage.
The Harvey Cedars Taxpayers Association is launching a membership drive. I
have attached information on how to become a part of the association. We
are continuing to work together on the commemorative brick project at
Sunset Park.

go to the Fire Company and Scholarships for outgoing High School Seniors.

look for Officers from the Harvey Cedars Police Department on Monday night
December 19th, as they assist our Fire Company with escorting Santa around
town.
We can all be Santa and bring cheer for the holidays: from November 23rd -
December 14th, The Harvey Cedars Police Foundation and The Harvey Cedars
Police Department will once again be sponsoring the “Fill A Patrol Car” Toy
Drive to benefit CASA. CASA stands for Court Appointed Special Advocates
which helps neglected and fostered children right here in Ocean County.
CASA assists children with continuing their education, emotional support,
and providing any medical attention needed. You can find more information

Last year our generous residents more than filled the police car, it
overflowed! I know that this year will be just as successful. Anyone
interested can bring a new unwrapped toy for children from the ages of 3
-17 years old and bring the toys to the lobby at the Harvey Cedars Borough

Also, last year, Harvey Cedars began a tradition, initiated by Harvey
Cedars’ own Dave Burns, of using home holiday lighting to honor EMT
workers, police, firefighters, and the military. Residents are again
encouraged to put up red, white, and blue lights: Red to honor
firefighters; White to honor First Aid workers; and Blue to honor the
Police.
In November we held the final HCPD Community Forum for the year, with
Officers Nick D’Andrea and Chris Oldham presenting First Aid and more. Over
the series of six Community Forums every member of the HCPD presented their
background and expertise to the community. I want to thank them and all of
the Harvey Cedars residents who participated and made this series such a
terrific success. More such community forums are being planned for next
year, including the Harvey Cedars Beach Patrol.
"LET-IT-GROW” aka “No Shave NOVEMBER” is over and I want to thank all the
officers and others who participated, and especially thank those who made
generous donations to "David's Dream & Believe Cancer Foundation” or their
own favorite charity.

Fall is in the air, but winter is around the corner. Our Public Works crew
has been busy working on the beach, flushing hydrants, and putting summer
to bed for the winter months. We are looking to add a piece of playground
equipment to Sunset Park this year and, during the budget process, we will
be looking to put in for some additional replacement and improvements at
the park. Keep your fingers crossed.
We are also doing a bit of cosmetic work at the Borough Hall. The building
was built in the early 1990s and, after 30 years of use, is starting to
show its age. You will see us working on much of the trim and front
entrance area. There is a lot of deterioration at the clock area and it
will require a significant amount of rebuilding. When work on the Hall is
completed, we will all be proud of the building again. Adding to the
improvements at the Borough Hall are new plantings and the care of those by
some of our residents is making a real difference. Thank you to those who
are volunteering to help make Harvey Cedars a better place.

Detective Tim Butler presenting an overview of the role of the detective in

At the Borough meeting on October 7th, we had a great presentation from Bob
Schuster of the Department of Environmental Protection (DEP) regarding the
dead fish in our coves this summer. He was able to present the “why” of why
this happened. However, as there were outstanding questions about any
health implications from the dead fish, I have invited Dan Krupinski, the
head of the LBI Health Department to attend the first Borough meeting in
November - Friday, Nov. 4th at 4:30 to discuss any health concerns
regarding the fish kill and answer all questions.
Thanks to all who participated in the Town-wide clean-up on Saturday,
October 22nd, and a special Thank You to the Harvey Cedars Taxpayers
Association for their leadership in this, and so many other events.
October brought the ten year anniversary of Superstorm Sandy. Chief
Burnaford delivered remarks at Southern Regional High School’s “Homage to
Heroes” on Oct. 18th on behalf of all first responders at a concert to
commemorate the event. We should be proud that it was the HC Chief of
Police who was asked to speak.

We are in the middle of another hurricane. As I write this, Ian is passing
through New Jersey. The beaches have already suffered a significant amount
of erosion and the rain continues to come down. The flooding on some of
the typical streets has been difficult. You really must watch the tides as
you navigate your way on and off the island. Columbus Day weekend is this
upcoming weekend, and a lot of people will be on the island for the
holiday. Public works will be working to restore the beach entrances as
soon as the surf subsides. I am not sure we will be able to repair all the
accesses, but we will do our best. We will focus on the street ends first
and will target the area between Essex Avenue and Salem Avenue. This is
where we are the most vulnerable.
We are expecting to have our application approved to install the new
monitoring well at the Borough Hall. This will be a costly project, but
the cost will be shared by Harvey Cedars, the State of New Jersey, and Long
Beach Township. The State is mandating us to install an additional well
because we continue to exceed the amount of water we are permitted to draw
out of the ground. More information will follow as things progress.
We are working with the Taxpayers Association on the brick project at
Sunset Park. The area around the existing flagpole will have a paved area
with a short wall for sitting along with benches. Landscaping will also be
added. Brick pavers may be purchased and engraved with messages in honor
of or in memory of a loved one, event, pet, etc. Good progress has been

The Harvey Cedars Taxpayers Association (HCTA) is operated by a group of
dedicated volunteers focused on enhancing the quality of life for
residents, businesses, taxpayers, and guests of our town. It also
facilitates communication among taxpayers and between the taxpayers and the
government. Membership is just $35 per household, the cost of a seasonal
beach badge. Becoming an HCTA member is the first step in having more
involvement in what happens in our Borough and across the Island. Please

The HCPD Community Forums resumed in September with Sergeant Steve Frazee
and Officer Dan Grundtisch presenting “Firearms, SWAT, and Officer
Training. I want to thank Sergeant Frazee and Officer Grundtisch for a
great job, as they were extremely informative and their dedication and
professionalism were clearly demonstrated. Chief Burnaford also went over
the department’s Organization Chart again and led a spirited question and
answer session. Thanks to everyone who attended, and to those who sent
myself and the Chief some extremely positive notes and emails afterward.

Chief Burnaford and I want to thank our Seasonal Officer, Danielle
Bialecki, for her valuable service to Harvey Cedars this summer. Her patrol
of the boulevard and streets, mostly on a bicycle, and her patrol of the
beach, greatly improved our efficiency and coverage. We look forward to
Officer Bialecki returning next year. And I am happy to report that two
local LBI residents have donated two Electric Bikes to the Harvey Cedars
Police Department. These electric bikes will only make patrolling our town
even more efficient next year. I want to thank Chief Burnaford for
maintaining the excellent community relations that make donations such as
this happen.
Last year we requested additional crosswalks on the Boulevard and the
County added 7 Crosswalks to our streets - almost all we requested. I am
happy to note that this month they came back and did the rest, adding
crosswalks on Union, 72nd, 84th, and 85th streets. Please remember to be
safe when walking, and stop for pedestrians when driving.
Many of us have dealt with the “unpleasantness” of the fish kills in Kinsey
and Harvest Cove this summer. The Chief has been working with the LBI
Health Department, NJ Department of Environmental Protection (DEP) and NJ
State Police since the original occurrence. For those interested, we have
asked a representative of the DEP and a representative of the LBI Health
Department to attend the first Borough meeting in October (Friday, Oct. 7th
; 2 P.M. NOTE the earlier time than usual) to discuss the causes and any
concerns the community has.
Another reminder: It is not too early to think about registering for the

As we have all witnessed, our beach is in need of sand; some areas of town
more than others, but we all know this can change with just one storm.
Harvey Cedars and LBI are due for our 7-year renourishment project in 2023,
but first we require Congress to appropriate the necessary funds. We can
all help by contacting Senators and Congressmen requesting them to support
the federal funding for beach renourishment in the FY23 cycle in the amount

It was wonderful to see so many taxpayers at the Harvey Cedars annual
taxpayers association meeting. The tax rate in Harvey Cedars is 0.967,
making the average tax bill $10,196.29. Your total tax bill is divided as
follows: 28.2% of the tax bill goes to fund the municipal budget, 41.16%
to the county, 25.03% to the regional school, 4.55% to the local school and
1.03% to the municipal open space fund. The municipal portion of the taxes
remained flat to help keep our low tax rate and maintain a steady tax bill.
The municipal tax sale for the delinquent 2021 taxes and municipal charges
is scheduled for Friday, October 14, 2022 at 10AM. At this time, there
are 6 properties scheduled to be sold at the tax sale.
This summer provided excellent weather for all of the events hosted by the
Harvey Cedars Activity Committee. Thank you to all who attended, donated,
and volunteered their time to make each event great. The HCAC volunteers
collected $2,498.86 in bucket donations from concert attendees. These
donations provide funds for future concerts and events. If you're looking
for a new Harvey Cedars t-shirt, stop by Borough Hall to check out the
newest design in mint and navy. The HCAC will be meeting soon to wrap-up
the summer season and begin the planning of the fall wine tasting.

The High Point Volunteer Fire Company held the first in person Dog Day Road
Race since COVID. The community support for our local fire company and
their events never goes unnoticed. Thank you to everyone who helped the

Labor Day Weekend is here and another summer season is coming to an end. I
hope everyone enjoyed it and was safe and healthy. I would like to thank
HCPD Chief Burnaford and HCBP Chief Randy Townsend for a terrific job this
summer. They and their teams did their usual great job, and I know our
residents and visitors are appreciative of their efforts.
Thanks to the presence of our Seasonal Officer and the addition this year
of a Confidential Administrative Assistant, we were able to significantly
increase Officers visibility on patrol this summer. And our Beach Patrol
remained fully staffed through the middle of August, and is still doing a
great job staffing as best as possible as we close out summer.
Please note that the postseason lifeguard schedule is as follows:
Tuesday, Sept 6th through Friday, Sept 30th
Middlesex Ave will be guarded daily.
80th st beach will be guarded on weekends pending weather and staffing.
The Harvey Cedars Beach Patrol received another valued accreditation in
August, from the United States Lifeguard Association (USLA) for our “Open
Water Lifeguard Training Program.” Congrats to Chief Townsend and his
staff.
I want to thank Agnello’s By The Cove for hosting a “Coffee With A Cop” in
August, completing the Coffee With A Cop Program for this year, after our
July stops at the Neptune Market and Birdy’s.

While the dead bunker fish washing up in our bay waters over the last few
weeks were definitely unpleasant, tests have shown that the fish died
simply because they were in too close (maybe chased in by predator fish)
where the water was too warm and oxygen levels too low for them. We
appreciate the efforts of Dan Krupinski and the LBI Health Department, the
DEP and the NJSP.
A year or so ago, Chief Burnaford and I announced the “Cops Contributing To
The Community" Program to capture the great work done by the HCPD
Foundation. The latest effort is the “Sneaker Fundraiser Program” run
through Gotsneakers.com <http://gotsneakers.com/>, a sneaker recycling
organization. That organization collects and distributes used sneakers,
either by donating them directly or ensuring that they are recycled, and
compensates not-for-profit organizations for their donations. The funds
raised through the Used Sneaker Drive will help the HCPD Foundation fulfill
its purpose, so please drop off your used sneakers at Borough Hall and help
make this program a success. An estimated 200 million pairs of used
sneakers go into landfills every year, yet every single one of them can be
recycled and the majority of them can be used again by people in need. Let
your used sneakers go to good use!

August is here and summer is flying by. Before you know it Labor Day will
be here, and everyone will be packing up for the fall and winter. As I
mentioned in the last newsletter, we are unveiling an improvement project
to the point at Sunset Park. We experience some of the most wonderful
sunsets at the point. It is our plan to create a much-improved space to
watch the sun set over Woods Island and Barnegat Bay.
We are partnering with the Taxpayers’ Association to create a way for you
to cement a place in the history of Harvey Cedars by purchasing a
commemorative brick to be placed around the viewing area at Sunset Park.
You can choose wording for the brick to honor or remember a loved one or
for yourself and/or your family. We will also be offering the opportunity
for a commemorative brick to be placed in the downtown section of town as
part of the upcoming streetscapes project.
I am attaching an artist’s rendering of the park improvement project.
Guidance on how you can participate in this project and how you can create
your own original Borough of Harvey Cedars honorary brick will be coming
soon.
This is going to be a great project. I hope you find your way to add your

The new tax bills were mailed in mid-July. The grace period has been
extended through August 16, 2022. We offer convenient online bill pay for
tax and utility bills at www.harveycedars.org with minimal processing fee.
The Annual Blue Claw Craft Show will be on August 20, 2022. The Long Beach
Island PBA #175 will host the crab race. Come support local crafters
and/or race your own crab! The following day on Sunday, August 21st, is the
return of the Fire Company's Annual Dog Day Road Race. This is one of the
Fire Company's biggest fundraisers. Remember, as in the past races, the
one southbound lane of the Boulevard will be closed for the race Sunday
morning until around noon; plan accordingly if you're traveling.
Wednesday night concerts run through August 24th from 6pm to 8pm. Concerts
are funded through donations, not tax dollars. Donations are appreciated
during the concert; watch for the orange buckets! Every dollar collected
helps pay for the concerts, events and future fireworks.

Lifeguard Chief Randy Townsend and the HC Beach Patrol continue to provide
excellent coverage on our beaches. Although the water has been + or - 60
degrees, our beaches have been fully staffed.
A quick further note, in July the HC Beach Patrol underwent a “Sanitary
Inspection” by the LBI Health Department and passed the inspection
perfectly. Congratulations Chief Townsend.
The police department is currently investigating a few reports of
vandalism, especially around homes under construction. If you see anything
suspicious, or you are unsure, please call the HCPD immediately. “If you
see something, say something.”
A couple of upcoming events in August that I would like to note:
Sunday, August 21st will be the Dog Day Road Race to support the High Point
Volunteer Fire Company. Whether you are participating in the run or not,
come and support this key fundraiser for the High Point Volunteer Fire
Company.
Harvey Cedars' own Mike Kramer and the Cornelia Street Band will be playing
Friday night, August 12th at 7 PM at the LBIFoundation of the Arts and
Sciences (LBIF) in Loveladies. The LBIF is a great organization, worthy of
support from everyone on LBI, and the music will be fabulous. There is a
large contingent of Harvey Cedars residents already signed up, so come and
party with your neighbors if you can. Tickets can be gotten at the LBIF

caught up with all the things we need to accomplish for the summer. There
are new plantings at the Borough Hall and at the Harvey Cedars sign by
Salem Avenue. I want to thank the taxpayers and the planting committee for
helping make this happen.
The Public Works team has all of the beach mats out and in place. As you
know there is not much beach left on Middlesex Avenue. I have spoken with
Jeff Van Drew and with Cory Booker’s Chief of Staff about the need to have
the refurbishment of the beaches of LBI in the 2023 budget. If you have
contact with our Senators and Congressmen, please reach out to them
concerning our needs.
Looking forward, most of our time will be spent on maintaining the beach.
We rake the beach every other day, pick up trash, and fix walkovers after
rainstorms constantly. We currently have a project at the Borough Hall
including several repairs to the aging trim which will be replaced with
Azack, a plastic wood.
We are also in the process of getting approval on a new well to be located
at 76th Street. We continue to go over our diversion permit, and the
amount of water we are allowed to pump out of the ground in any given
month, as a result, the state of New Jersey is forcing us to put in an
additional water well so they can monitor the water table. There will be
more information about this as this project progresses.

Our Seasonal Officer, Danielle Bialecki has been on patrol, including
biking the boulevard, side streets and patrolling the beaches. Please
remember to bike with traffic, walk and run against traffic, and observe
all traffic regulations, including the Safe Passing Law (move over one lane
for pedestrians or bikers, when possible, and slow down to 25 MPH if you
cannot move over) and remember to stop for pedestrians at all street
corners. Traffic, bike, and pedestrian activity is at its height now, so
please all be safe and observe all regulations.
Our HC Beach Patrol is fully staffed for July, thanks to great off-season
recruitment and retention work put in by our Chief of Beach Operations
Randy Townsend. Speaking of which, Congratulations are in order for
Lifeguard Chief Townsend, his management team, and all of the HC
Lifeguards, as the HC Beach Patrol was just once again fully accredited,
after a thorough observation, by the Ocean Lifesaving Association (OLA). To
quote the “Beach Visitation - Observation” report submitted by OLA:
The Harvey Cedars Beach Patrol is a “very good operation - always
progressive and constantly striving to improve their operation. Lifeguard
Chief Townsend does a terrific job!”
And furthermore, for your information (and some hometown pride!) the Harvey
Cedars Beach Patrol is the ONLY agency on LBI that is accredited by two
different certifying bodies: the Ocean Lifesaving Association (OLA) and the
US Lifeguard Association (USLA). Congratulations again to Chief Townsend
for this well-deserved accomplishment.

Organization Chart again and led a spirited question and answer session.

The HCPD Community Forums will pick up again on Wednesday, September 28th
at 5:00 pm. Sergeant Steve Frazee and Officer Dan Grundtisch will be
presenting: Officer Training, Firearms, and SWAT. Mark your calendar for
another excellent HCPD Community Forum.
Our Seasonal Officer, Danielle Bialecki has been on patrol, including
biking the boulevard, side streets and patrolling the beaches. Please
remember to bike with traffic, walk and run against traffic, and observe
all traffic regulations, including the Safe Passing Law (move over one lane
for pedestrians or bikers, when possible, and slow down to 25 MPH if you
cannot move over) and remember to stop for pedestrians at all street
corners. Traffic, bike, and pedestrian activity is at its height now, so
please all be safe and observe all regulations.
Our HC Beach Patrol is fully staffed for July, thanks to great off-season
recruitment and retention work put in by our Chief of Beach Operations
Randy Townsend. Speaking of which, Congratulations are in order for
Lifeguard Chief Townsend, his management team, and all of the HC
Lifeguards, as the HC Beach Patrol was just once again fully accredited,
after a thorough observation, by the Ocean Lifesaving Association (OLA). To
quote the “Beach Visitation - Observation” report submitted by OLA:
The Harvey Cedars Beach Patrol is a “very good operation - always
progressive and constantly striving to improve their operation. Lifeguard
Chief Townsend does a terrific job!”
And furthermore, for your information (and some hometown pride!) the Harvey
Cedars Beach Patrol is the ONLY agency on LBI that is accredited by two
different certifying bodies: the Ocean Lifesaving Association (OLA) and the
US Lifeguard Association (USLA). Congratulations again to Chief Townsend
for this well-deserved accomplishment.

Memorial Day has passed, summer has officially begun, and it was hot enough
Monday to make us wish for Fall. Before you know it, it will be the Fourth
of July, and summer will be in full swing. We are working hard to get all
the beach walkovers cleaned and open because the storm came too close to
complete this project by Memorial Day. It took 3 days for Public Works
just to clear out the handicapped ramp at 80th street. We still need to
install beach mats and then get the trash receptacles distributed to the
street ends. Until they are there, please take your trash off the beach
when you leave.
We had a water leak in one of the transmission lines in the Boulevard which
I hope is not a sneak preview of things to come. This is the third repair
to the water main in the Boulevard since the road was paved.
On a good note, there have been some planting improvements around
town. During the week of June 20th we will be planting flowers at the
Sunset Park sign on Salem Avenue, as well as in front of the Borough Hall.
We can still use some volunteers if you’re interested. We appreciate any
help you can give!

I am sure that some have seen the flagpole in Sunset Park out on the
point. We will be introducing a memorial brick and observation area
project for that spot. It will be a great addition to our park and a nice
way to remember a loved one, and for the community to be involved in the
beautification of the town. More information will be coming out shortly on
how you can get involved.
The Island mayors have worked with the DOT and have been able to delay the
construction on Ninth Street in Ship Bottom until the Fall, however
construction will continue on Eighth Street throughout the summer. The
construction that you see in North Beach will continue, Monday through
Thursday until mid-June. At that time the infrastructure project will end
and reconvene in the fall.
Finally, the High Point Volunteer Fire Company is hosting a Block Party on
June 11th. Come out to support the Fire Company and have some fun!

What a fantastic Memorial Day weekend and start of the summer season!!
Badges will be required on the beach starting June 18th. Preseason badge
rates are in effect through June 15th. Any order dropped off or postmarked
by June 15th will be at the reduced rate of $35. Currently, pre-ordered
beach badges are available for pickup at Borough Hall during normal
business hours. Badges will be available daily starting June 18th at the
Beach Badge Booth in Sunset Park from 10 am to 3 pm.
June is water/sewer billing month. You will see an increase in your bill
due to the new water/sewer billing rates. This is the first increase since
2013. This increase will allow us to operate and maintain our system and
infrastructure.

The HCPD Community Forums continued in May with Sergeant Kevin Snow
presenting the department's Administrative functions, including
Administration, Scheduling, and Record Keeping. Chief Burnaford and I want
to thank Sergeant Snow for a great presentation, and thank all of the
residents who attended and were part of a terrific conversation.
Next up for the HCPD Community Forums will be Officers Ben Mrozinski and

At the Borough’s May 6th meeting we appointed Danielle Bialecki as s Class
1 Officer for the Summer season. Officer Bialecki will greatly assist our
full time officers with certain calls for service. Weather permitting, she
will be assigned to bike patrol which will allow her to travel throughout
town enforcing and educating our pedestrians and bicyclists on the rules of
the road. Her visibility on the bike will create many opportunities for her
to interact with people in a positive manner. Community policing is
something that we take very seriously and this is just another way to do
that and enforce our laws. Officer Bialecki will also regularly patrol our
beaches and be a presence in Sunset Park and at borough events, such as the
Summer Concert series.
I am sure you have seen by now that Traffic Lights on the boulevard have
been activated and the speed limit lowered. Please drive carefully at all
times, and remember to move over one lane for pedestrians or bikers, when
possible, and slow down to 25 MPH if you can not move over.
Please note that Parking Spaces across from the High Point Firehouse have
been designated for “Take-out” pick-up only - short-term parking that
should aid in the traffic flow and parking for our restaurants. Please
respect this restriction.
I hope to see everyone at the Saturday, June 11th High Point Volunteer Fire
Department’s Block Party, 12 P.M. - 8 P.M. Come support your volunteer fire
company, meet your Harvey Cedars neighbors, and enjoy a fun day!

Boulevard safety continues to be one of the police department's top
priorities, particularly in the summer months. In addition to increasing
presence with education and enforcement, and adding signage throughout the
town, Chief Burnaford has been asked to be interviewed on 94.3FM, ThePoint,
and 105.7 FM, TheHawk, in June to promote pedestrian and bike safety. We
should be proud that Harvey Cedars, and our Chief, is the media's go-to
source for safety messaging.

May flowers are coming up all over, and Memorial Day is just around the
corner. Public Works has a lot to do before summer begins. We just
completed the water main loop to Bay Terrace and the water pressure has
increased dramatically. We will be completing North Holly and Essex Avenue
in the next two weeks. I want to thank everyone for their patience during
this project.
We have a lot of work to do down at the park. A number of pieces for the
playground are backordered due to supply chain issues. Within the next
five years we are going to have to invest in new playground equipment. We
are working on plans for a look-out near the flagpole at the point,
overlooking Woods Island. More information on this will follow.
I am looking forward to improving the gardens at the Borough Hall and at
Sunset Park. We are working with the Taxpayers Association and are looking
for volunteers to adopt gardens. If you have an interest and a green
thumb, please let us know. You can make a big difference and help make
Harvey Cedars a better place.
The DOT will be working on the Causeway throughout the summer. They will
be closing one lane on both the east and westbound lanes. Construction
will be Monday through Thursday nights. Although there will not be
construction during the weekends, the lanes will remain closed during the
project. If you plan accordingly, you shouldn’t experience delays when you
travel on or off the Island.
We are looking forward to a great summer. The Fourth of July will be here
before you know it.

The Harvey Cedars 2022 Annual Budget has been adopted. Thank you to the
Commissioners, Department Heads, and Taxpayers Association for your
participation and input during the budget process. The municipal tax rate
will remain the same. The budget is available for viewing on our website
www.harveycedars.org under Finance.
Pre-season beach badges are *now available* for purchase and pick-up at
Borough Hall during regular business hours. Seniors 65+ may purchase the
$12 Senior badge any time during the season with proper ID. The discounted
preseason rate of $35 ends June 15th. All orders must be postmarked by June
15th to receive the discounted rate. After June 15th, the rate is $45.
Starting June 18th, all badges will be available daily from 10am-3pm at the
Recreation Booth in Sunset Park.
The bag ban is back into effect on May 4th. When visiting Borough Hall,

The HCPD Community Forums kicked off on April 27th with a great
presentation by Chief Burnaford, with the assistance of the HCPD’s new
Confidential Administrative Assistant, Danielle Tilton. They did a great
job laying out the HCPD Organization Chart, Mission and Values Statement
and Day-To-Day Operations. I want to thank all of the HC residents who
attended; a great Q & A session was an instrumental part of the Forum -
great questions and comments from the attendees. A great discussion; thank
you all!
Next up for the HCPD Community Forums will be Sgt. Kevin Snow on Wednesday,
May 18th at 5 P..M. at Borough Hall. Sgt Snow, our 2021 Officer of the Year
recipient, will present the department's Administrative functions,
including Administration, Scheduling, and Record Keeping. Please come, meet
Sgt Snow and learn more about how your HCPD works, so mark your calendars
now!
Chief Burnaford attended all of the meetings with the 3 Commissioners as we
approved, with some modifications, the outdoor seating plans for the
Borough’s restaurants. The Chief’s suggestions, meant to improve parking
and traffic flow, will go a long way to ensuring a successful summer season
for all.
On Saturday, April 30th, the HCPD participated in the DEA “Operation Take
Back” during which residents could bring in unused, unneeded medications
for safe disposal. Don’t forget that we have a permanent prescription drug
collection box in our Boro Hall for all to use 24/7/365.
Today, May 3rd, I will be attending the Resilient LBI meeting where
municipal representatives on LBI will review specific sites and actions to
be written into the organization’s Resilience Action Plan, and review
site-specific demo projects.
Traffic light activation date is set for Monday May 23rd and the speed
limits are reduced around this time period. Please, as always, drive
carefully.
Among all of the activities of the HCPD in April, two Police Incidents are
worth noting:
On April 23rd at approximately 12:39pm, Officer Ben Mrozinski was on a
Distracted Driving Detail when he pulled over a possible stolen vehicle
near the intersection of 80th Street and Long Beach Blvd operated by 44
year old male from Croydon, PA named Rafal Delega. After further
investigation, Officer Mrozinski confirmed that the vehicle was stolen and
after conducting a preliminary search of the vehicle, a loaded 9mm handgun
was recovered. The vehicle was impounded in our impound yard and Mr. Delega
was processed at our police headquarters and transported to the Ocean
County Jail in Toms River.
During the early morning hours of Sunday April 24th, Neptune Market was
burglarized by two persons. The suspects left with cash and a few items
from Neptune Market. Det. Butler, Officer Chris Oldham, who is the HCPD’s
Juvenile Officer, and others worked tirelessly to identify these two
suspects. Pictures of the suspects, taken from video surveillance, were
enhanced and posted on the HCPD social media accounts, where they reached
over 40,000 views. The suspects were subsequently identified and arrested.
Terrific work by the Harvey Cedars Police Department resulted in this quick
resolution. They are to be congratulated on fine police work.

April is here and Spring is trying to take the place of winter. I am sure
you have noticed the construction that is going on in North Beach. They
are replacing sewer mains and it will be a mess for quite some time. Our
sewer system is in good shape, and you will be glad to hear that we will
not be taking on a major project like that. We will, however, be adding a
well on 76th Street in the near future. We are looking for some of the
infrastructure money to defray some of the cost. The State is forcing us
to install an additional well, because we are using more water than our
allocation permit allows. Installing meters has not reduced consumption,
and we are left with no other option, but to install the new well.
We are working with the Taxpayer’s Association to team up and improve some
of the plantings around town. We are looking for volunteers, with a green
thumb, to help us make the town look better. There are also a couple of
clean up days coming, in the next two months, to pick up after the long
winter. We are happy that Southern Regional will be sending some kids over
for one of the cleanup days.
Public works has a few projects to complete, including drainage and the
water main on Bay Terrace. We will then turn our attention to getting ready
for the summer. Beaches, park, trash cans, walkovers, bathrooms, and
painting. So much to do and summer will be here before we know it.
Your Public Works team is working hard to make Harvey Cedars better.

After our most recent review of the budget, several modifications were
made. The new local tax rate *will be doubled from last year.*

But seriously, the budget is expected to be adopted at the April 18th
meeting with *no *local tax increase.

weeks. The events hosted by the Harvey Cedars Activity Committee are funded

April is the start of what we hope to be a great series of presentations:
the Harvey Cedars Police Department Community Forums. This series, to roll
out over six months in the Spring and Fall, begins on Wednesday, April
27th, 5 P.M. at Borough Hall, with our Chief of Police, Robert Burnaford,
presenting the HCPD Organization, staff, and Day-to-Day Operations. I know
that you will find this an interesting and enlightening presentation.
Please try and attend. Seating is limited.
April brings two great new additions to the HCPD. Chief Burnaford and I are
happy to welcome Patrolman Matthew MacCorkle as a new full-time Harvey
Cedars Police Officer. Officer MacCorkle comes to us with 5 years of law
enforcement experience, maturity and the passion for community policing. He
will be a great asset to our agency and we are lucky to have him on board.
Officer MacCorkle is not an addition to the department but replaces an
Officer who is leaving.
Also new to the HCPD is Danielle Tilton who will be the department’s
Confidential Administrative Assistant. Ms. Tilton was previously at Bank of
America and will be responsible for many administrative duties, as well as
communicating with the public as they enter the Borough Hall to assist them
with any requests and inquiries. As Confidential Administrative Assistant,
she will be able to relieve the officers of many tasks, greatly improving
their productivity and time on the road. When you are at the Borough Hall
be sure to welcome her to Harvey Cedars!
Throughout April, HCPD Officers, through a $7,000 grant that we received
from the State, will be participating in the “Distracted Drivers” Campaign.
During this time, you will see an increased presence of our officers on the
road. No one should ever be driving while distracted, texting, eating,
drinking or doing anything other than paying attention to the road. The
April Distracted Driving Campaign is meant to educate motorists to help
prevent accidents from occurring.
I am happy to report that in April the HCPD will receive a $3,333 award
from the Ocean County Joint Insurance Fund as a result of their continued
successful achievement of being an accredited agency through the New Jersey
State Chief of Police Association. Congratulations to Chief Burnaford and
the entire department.
With Spring here, more and more people will be out walking and biking and
enjoying our great town. Please be careful on our roads and remember to
bike with traffic (and obey traffic rules when biking) and walk against
traffic.

March comes in like a lion and goes out like a lamb. Spring is just around
the corner but first we need to get through March. A few of the old timers
remember that March is when the ‘62 storm hit and took out 50% of our
homes, wreaking havoc on our town. March is usually good for one big storm
and then Spring arrives. Let’s hope for a quiet month as Public Works
starts to gear up for summer.
Now that the directional drill is in place on Bay Terrace, we will start
connecting both ends of the water main. A tide valve was installed out on
Bay Terrace to alleviate some of the flooding that occurs during high tides
and rainstorms. You will also start to see action on the drainage project
on Essex Avenue. That should start this week. Once the drainage project
is complete, North Holly and a portion of Essex Avenue will be repaved.
Every year we have a meeting with Ocean County to discuss the Boulevard.
We met Monday and again asked for three lanes. While that request did not
gain any traction, we did discuss the Streetscapes project, which has the
goal of keeping pedestrians safer, along with the outstanding manhole
problem. Our next step is to survey the downtown portion of town and
provide Ocean County with a couple of Streetscapes designs to review. I
also have received a promise from Verizon that they will be fixing their
manholes which are causing problems throughout the town due to either
jutting too high or dipping too low from the road surface.
We still have a lot to complete before summer.

I hope everyone is safe and healthy, and ready for Spring to arrive. First
I would like to thank the many people who emailed, wrote, and called
regarding outdoor dining, and especially thank those who were able to come
to the last Borough meeting where we approved a Resolution allowing outdoor
dining for this year. Be assured that the Chief and I are committed to
making the process continue to go smoothly regarding traffic and parking.
Every year gets better, so continue to enjoy our great restaurants, respect
the neighbors, follow the traffic regulations, and we will all have a great
season.
I am happy to say that the LBI Health Department will be conducting another
Covid Vaccine Clinic at Harvey Cedars Borough Hall on Tuesday, March 15th
from 10 A.M. until 11:30 A.M. No appointment is necessary.
Rip Current signs are in and are already being installed at beach
entrances. Take a moment to look at the sign every time you go up to the
beach, and by the time warm weather comes and you jump in, you will be
fully aware of how to recognize, avoid, and respond to a rip current!
In February I received the report on the review of the HCPD that was done
by the Law Enforcement Risk Control Consultant, J.A. Montgomery Consulting.
The review, which was initiated by the Ocean County Joint Insurance Fund,
concluded “Chief Burnaford continues to be focused on professionalism,
officer safety, and the liability issues that challenge the law enforcement
community. There are no suggestions for improvement at this time.” Anyone
who has ever gone through any kind of audit process knows how rare it is to
have no suggestions for improvement. Congratulations to Chief Burnaford and
the entire department.

Let it snow, let it snow, let it snow. Wow, what a storm! We are still
cleaning out: plowing street ends, clearing around fire hydrants, and
opening easements. There was a lot of snow.
Our team started at 4:00 am on Saturday and are still at it. The wind kept
the snow drifting and filling-in opened areas as soon as they made a pass
with the plow. We were fortunate that the dunes remained intact despite the
strong northeasterly winds.
We will begin to hook up the directional drill on Bay Terrace shortly. We
have ordered the parts and, as soon as they arrive, we will complete the
water loop on Bay Terrace. This will greatly improve the water pressure and
help circulation. The drainage project on Essex Avenue will begin next
month and we are planning to have a portion of Essex Avenue and North Holly
paved as soon as the asphalt plants reopen.
As you may know, the windmill farm off our shores is moving along. Green
energy is the passion of our leaders, but we are concerned for how the
windmills may affect our island, and are working to try to have them moved
further offshore. They will be over 800 feet tall, and we will see them on
the horizon. If you would like more information, click on this link
https://www.savelbi.org/. People are not talking about this, but it will
increase our electric bills significantly. Our efforts are not to stop the
project, but to move the windmills further offshore.

The Commissioners and Department Heads are wrapping up work on the 2022
municipal budget. We don't expect a significant increase in the local tax
rate. We hope to have the budget finalized in the next few weeks.
The finance department also filed our Annual Debt Statement at the end of
January. Our net debt to valuation percentage is 0.344% where the state
allows for 3.5%.
Please remember to get your dog licensed. Getting your dog licensed is the
law, but there are also many benefits for the dog owner. A licensed dog can
easily be returned to their owners! The process also reminds you to keep
your dog up to date on their rabies vaccination.
The Harvey Cedars Activity Committee is working on finalizing details for
an online store. The online store will allow you to purchase Harvey Cedars
merchandise and have it shipped directly to your home. All proceeds of
merchandise sales go towards the events hosted by the HCAC. If you are

I hope everyone stayed safe, healthy, and warm through this past weekend’s
blizzard! I want to thank the Chief, all of the Officers of the HCPD, and
all of our Borough workers for their excellent work before, during, and
after the storm.
Speaking of healthy, I want to thank the LBI Health Department for
conducting a Covid Vaccine Clinic at Harvey Cedars Borough Hall on January
25th. It was terrific outreach on their part and a good demonstration of
the benefits of relationship building with other agencies and officials in
the County and State.
Chief Burnaford and I took advantage of the good relationship we have with
our State Legislators to meet with them in January to discuss State funding
for the Body Worn camera mandate. We met with Senator Chris Connors,
Assemblywoman DiAnne Gove, and Assemblyman Brian Rumpf and laid out for
them the significant shortfall between the costs to the HCPD of the cameras
themselves and ancillary costs, such as hiring additional personnel,
upgrading computer systems and the funding provided by the State. All three
local legislators expressed their support for seeking more funding for the
program.
The HCPD has signed a Shared Service Agreement with the County for the Move
Over Law Enforcement Program (MOLEP) - specifically to address reckless
driving. We successfully participated in this program last year. MOLEP is
a traffic safety program for the purpose of identifying, educating, and
removing reckless drivers from the roadways. The County covers the cost of
the program and the HCPD provides in-service training to those officers
assigned to MOLEP.
This year, beginning in April, we plan on holding the *HCPD Community
Forums*, which were planned for 2020 and again for 2021 but postponed due
to Covid. At these HCPD Community Forums, you will have the opportunity to
meet and learn everything about the HCPD and its Officers through a series
of six meetings. Once a month, in April, May, June, Sept, October, and
November, members of the HCPD will present their backgrounds and their
specific responsibilities within the HCPD. The series will start off in
April with Chief Burnaford presenting the HCPD Organization Chart and the
day to day operation of the department. All sessions will include a
question and answer period. Exact dates and times, and the full details of
each session will be announced soon; look for them and come to Borough Hall
for these informative sessions.
A couple of quick reminders:
In case you are just now getting away for the winter, you can still
register for the Winter House Checks Program, a service that has our
officers periodically checking in on properties when they are unoccupied
for any period of time, and notifying the owners of any issues. We
encourage everyone to take advantage of this free and invaluable service!

We do ask that everyone signs up every year to ensure that the department
has the most current contact information.
If you're one of the hearty individuals out walking, running, or
biking when it is dark out, stop by Borough Hall and pick-up a free “High
Reflective Visibility Reflector Bands for Wrist, Arm, or Leg.” These bands
are worn to enhance your visibility and safety.

The new year opened up with a big snow storm. It is hard to believe we
went from 62 degrees on Sunday to 6 inches of snow on Monday. The team did
a good job getting the roads cleaned up and access to the hydrants. This
was the first northeast storm of the year. We have our fingers crossed
that we will not have significant beach erosion as the months go by.
This month we will be finishing up the water services on North Holly
Avenue, as long as weather permits. They just completed the directional
drill from Bay Terrace to 84th Street. Our team will be connecting the
water main on each end. This will make a big improvement to the water
pressure out on Bay Terrace and also increase the water flow.
The bid was just awarded for the water drainage on North Holly and Essex
Avenue. The repaving of North Holly and a portion of Essex Avenue will
take place this spring. This project will make a big difference, and we
are looking forward to having the road paved and the project completed.
Agnello’s By the Cove just opened up on the corner of Camden and the
Boulevard. It is great to see two young guys take initiative, and open up
a new business in town. I encourage you to stop in, it will be an
encouragement to them. We wish them well. They will do a great job.

As a new year begins, we are starting to work on the 2022 annual budget.
The finance department is working hard to keep expenses down and no/minimal
tax increase.
The Borough received the first of three expected FEMA reimbursements at the
end of December for the February 2021 winter storm Orlena. The Public
Works secretary, Briana, is diligently working at gathering all the
necessary documentation to be finalized.
This summer season we have a full concert schedule, craft shows, and annual
arts festival. The Harvey Cedars Activity Committee is collaborating with
the Harvey Cedars Police Foundation to expand the Kids Night in the Park
and a fun new event in October. Full details will be available as summer
approaches. The HCAC is always looking for new volunteers. If you are
interested in being a part of the committee, please reach out to Christine

and all of our staff, we wish everyone a great, safe, Happy (and healthy)
New Year.
First, we would like to thank everyone who brought toys to Borough Hall for
the Harvey Cedars Police Foundation “Fill A Patrol Car” Toy Drive to
benefit CASA (Court Appointed Special Advocates.) Through your generosity,
the goal was more than met - the Patrol Car was stuffed with toys when
they were delivered for the children at CASA.
With the days short in the Winter, we see many people walking the boulevard
in the dark - wearing dark clothes! Not a good idea, and even with lighter
clothing, it may be hard for cars to see you on the boulevard. To that end,
the HCPD has acquired “High Reflective Visibility Reflector Bands for
Wrist, Arm, or Leg.” These bands can be worn as you walk or run, enhancing
your visibility and safety. Any Harvey Cedars resident can pick one of
these Reflectors up, for free, at Borough Hall. If you are one of the
hearty souls out there walking or running in the dark, pick one up, and be
safe!

through a recent and generous donation of a Drone from Benée Scola,
Owner/Broker of Record of Benée Scola & Company, Realtors, right here in
Harvey Cedars, the Harvey Cedars Police Department is now able to add this
element of policing. Drone usage in law enforcement has become increasingly
more useful in the last few years. Some of the ways in which the department
will use this is for assisting with locating missing persons, taking aerial
photography of various crime scenes, accident scenes, planned events, and
the marketing of our department’s social media platforms, to name just a
few.
We are very thankful for Benée for thinking of our Police Department and we
really appreciate the great working relationships we have with all of our
local businesses. The Harvey Cedars business community is a great, integral
part of our town. Each and every one of them deserve our support.

Thanksgiving is over and Christmas will be here before you know it. We just
installed the snowflakes out on the boulevard, and it is beginning to look
a lot like Christmas up and down the Island. You will not want to miss the
Christmas parade this Saturday, always an island favorite. If you are good,
you will see Santa taking a trip around the town on the Fire truck again
this year. Thank you to the fire company, and back by popular demand. This
was a great event last year for young and old alike.
There are two projects underway right now. We are halfway through the water
main renewal on North Holly. Once we tie in both ends of the main line, we
will connect each individual water service. Our public works guys are doing
a great job. They are working hard to disrupt life as little as possible.
Earl Asphalt and Paving Company finally arrived to pave 72nd and 85th
Streets. The paving will have to be completed before the plants close due
to the cold weather. I am looking forward to having this project completed
before Christmas. Homeowners on 72nd Street have been patiently waiting for
the completion of the paving.
We are out to bid on the Essex and North Holly paving and drainage project.
We will be awarding the project before the end of the year. Once the
asphalt plants reopen, we will begin the project. It will be a great
improvement to have a new water main and a newly paved road for this
section of town.
I have not forgotten the manholes. I have been promised that Verizon will
fix them shortly.
We want to wish everyone a safe and wonderful Holiday Season. Take the time

shopping list. All proceeds from merchandise sales go towards our events
and activities hosted by the HCAC. Holiday themed Beach Badges for the 2022
season are now available for sale in Borough Hall. These badges are in
limited supply and are perfect for a holiday gift.

hard work this year.

look for Officers from the Harvey Cedars Police Department on Monday night
December 20th, as they assist our Fire Company with escorting Santa around
town.
Also, a great Harvey Cedars friend and neighbor, Dave Burns, has started
the tradition of people putting a red, a white, and a blue candle in their
window, not just for America, but the red in support of our firefighters,
the white in support of our EMT workers, and the blue in support of our
police. A wonderful holiday idea…help it spread!
In keeping with the holiday messaging, we are excited to announce that the
Harvey Cedars Police Foundation and the Harvey Cedars Police Department
will be hosting our first “Fill A Patrol Car” Toy Drive to benefit CASA.
CASA stands for Court Appointed Special Advocates which helps neglected and
fostered children right here in Ocean County. CASA assists children with
continuing their education, emotional support, and providing any medical
attention needed. You can find more information at www.casaofoceancounty.org.
The Toy Drive will start on Monday, Dec. 6th and run until Dec. 10th at 4
P.M. Anyone interested can bring a new unwrapped toy for children from the
ages of 3 -17 years old and place the toys inside of “Santa’s Sleigh” or
inside the lobby at Harvey Cedars Borough Hall. Any questions, please

"LET-IT-GROW” aka “No Shave NOVEMBER” is over and I want to thank all the
officers and others who participated, and especially thank those who made
generous donations to "David's Dream & Believe Cancer Foundation” or your
own favorite charity. As of this date, close to $25,000 has been raised
via this campaign to help those who have been impacted by a cancer
diagnosis.
In our continuing efforts to improve traffic flow and parking in and around
our business district, we had previously opened up parking on the Municipal
Property between the intersection of West 80th Street/Anchor St and #9 West
80th Street. The objective was to facilitate parking for businesses and
restaurants, allowing more patrons to use these spots when dining etc.
However, they have become utilized by cars parking all day/all night,
somewhat minimizing the planned benefit. Therefore we updated the Borough’s
parking ordinances to limit this area to 3 hour parking, so that it would
meet the intended purpose of facilitating parking for business and
restaurant patrons.
In addition, the Borough has plans on adding signage along West 80th Street
and Bay Terrace, such as the “No Trailer Parking” signs that have become
hidden by growth, and others that are missing or in disrepair.
