Nine years ago, last week, SuperStorm Sandy ravaged our little town. It
took a number of months to reopen and longer to recover. We must always
remember the ocean is wonderful and dangerous at the same time.
Public Works has flushed all the hydrants getting ready for the winter
months. We are putting the town to bed. Ice eaters will be going on the
docks, trash cans in, benches put away, public bathrooms closed for the
winter season, so they don’t freeze up, everything ready for a long
winter's nap. However, we do keep a porta potty at the park all winter
long.
Paving will start on 72nd Street and 85th Street the week of the 8th of
November. They will install some drainage and curbing, followed by
scarifying and regrading, and then final paving. The process should not
take very long, but if you need to get out during the process you will need
to park across the street. We will be notifying residents by phone calls
and Nixle updates.
Good news! We just received notification that our streetscapes grant
application has been approved. We will be looking to design a walkway
through the center of town. This will be a great addition to our town. I
want to thank the members of the committee that worked on this concept, it
is exciting to get this far. We still have a lot of work to do, however it
will be a big improvement to the business district. We are still waiting
for the final approval for the plans for the paving of North Holly and
Essex Avenue.
As the winter gets close, we will get the snow removal equipment hooked up
and ready to go. We are hoping for a warm winter with very little snow. I
am not sure that is going to happen but we can hope.

The finance department is working hard this month on our yearly short-term
debt sale. Similar to last year, we expect to have another low interest
rate.
2022 Holiday Beach Badges are on sale! The exclusive holiday design can be
purchased at Borough Hall or by mailing in your order form. Quantities are
limited.
The Harvey Cedars Activity Committee met in person last month for the first
time in over a year to recap 2021 events and brainstorm ideas for 2022.
The Committee is happy to see new members joining the group this year. As
a reminder, all concerts and events are paid for through collection of
craft show fees, donations and sales. NO tax dollars are used to provide
for fireworks, concerts and other events. Thank you to all committee
members for volunteering throughout the season. Without you, the summer
events would not be possible.
The Committee is selling Harvey Cedars merchandise at Borough Hall. There
are long sleeve shirts, tote bags, cookbooks with recipes from your
neighbors, hats and more! Stop by to pick up a holiday gift and support
the Activity Committee.

Body Worn Cameras: The Harvey Cedars Police Department is proud to announce
the deployment of body worn cameras. In addition to our in-car cameras
which we have had for 10 years, our officers assigned to patrol duty will
wear a body camera to enhance community trust and record public
interactions in an official capacity. The cameras will be worn on the
police officer's outermost garment, in the center of the upper body. The
body worn cameras will be used in accordance with the New Jersey Attorney
General’s Office Directive and the Harvey Cedars Police Department
policy. Our Supervisors will conduct a monthly review of body worn camera
footage in accordance with the AG Directive and HCPD policy. We look
forward to this age of continued transparency and will continue to provide
the residents and visitors of Harvey Cedars with the best possible services.
Body Worn Cameras are a positive for both the public and police officers.
They can ensure an impartial record of police interaction with the public.
However, the State did not fully fund the program. For example, they did
not provide any funding for all of the ancillary costs associated with the
program, including maintenance, training, and record keeping. I will
continue to lobby the State and our State Representatives to sufficiently
support all aspects of this valuable program. Additionally, the
administrative and clerical tasks associated with the Body Worn Camera
program will be significant. I am working on ways to address these
administrative and clerical tasks without taking Officers off patrol.
"LET-IT-GROW “ NOVEMBER (Formerly No-Shave November): The HCPD is
participating again this year in the annual “LET-IT-GROW” campaign to raise
awareness and funds for those impacted by a cancer diagnosis. This year,
100% of the proceeds will go directly to "David's Dream & Believe Cancer
Foundation", a great Foundation committed to helping NJ families that are
battling cancer. It’s A “fun” way to encourage donations. You do NOT have
to quit shaving to contribute. Since our Officers are always clean-shaven,
people invariably ask “‘are you growing a beard’ or ‘what’s up with not
shaving?!” And the answer leads right into encouraging donations. I,

David’s Dream & Believe Cancer Foundation is a 501c3 Not-for-profit that
raises funds to provide financial assistance, wellness services, and hope
to New Jersey families afflicted with a cancer diagnosis. Their website is:

HCBP Business Appreciation Program: As with all businesses, recruiting and
retaining a full seasonal staff is a challenge for the Harvey Cedars Beach
Patrol. Chief Townsend did a great job in maintaining a full staff of
Lifeguards and Beach Badge Checkers this year, and next year the great
Harvey Cedars businesses will show their appreciation to our staff. Four HC
breakfast and lunch businesses: The Neptune Market, the Nep2une Surfside
Grill, Birdy’s, and Agnello’s By the Cove will give HC Lifeguards and Badge
Checkers a 10% discount on breakfast and lunch throughout the season. This
is a nice incentive for staff to come and stay with the HCBP. I want to
thank these great businesses for their generosity and commitment to our
town.
DEAD TREES!: For those who do not know, Harvey Cedars last year passed a
“Dead Tree” Ordinance requiring homeowners to remove dead trees - or the
town will remove them and charge the homeowner. Dead Trees are not just
unsightly, they are a huge safety issue. Branches have flown through the
windows of other homes, and onto the boulevard; the trees themselves easily
fall and cause damage. With the increased storms and high winds, dead trees
MUST be dealt with. Removing dead trees is the law, but it is also common
sense.
CROSSWALKS: Completed! After many delays due to issues with the boulevard
repayment, the additional Crosswalks in Harvey Cedars were completed by the
County. I want to thank the Ocean County Engineer’s office for their
follow-through on getting this done.
DID YOU KNOW? Last month we started a “Did You Know?” section where we
will present an interesting fact about the HCPD that you should be aware of.
So…Did you know….every year over 100 property owners in Harvey Cedars
register for the Winter House Checks Program. This Program, currently
overseen by Ptl. Nick D’Andrea, is a service that has our officers
periodically checking in on properties when they are unoccupied for any
period of time, and notifying the owners of any issues. We encourage
everyone to take advantage of this free and invaluable service! Visit

Summer is over and Fall has begun. The nights are starting to have that
crisp cool feel to them. You can even sleep with the AC off and the
windows open. We enjoy the cool nights, but they are a sneak preview of a
cold winter to come. The dock on 78th Street is finally completed. We just
have a few finishing touches. It looks great. A tremendous improvement to
the town.
We will be flushing hydrants throughout town in the next few weeks. This
may cause a little discoloration to your water. If you let it run for a
few minutes, the discoloration will quickly disappear. We are beginning
the water main replacement on North Holly within the next two weeks. We
are also in the process of improving the water flow on Bay Terrace. In the
near future, you will see us paving 72nd Street and 84th Street. This
should be completed before the paving plants close in December. We have
just submitted the plans for funding approval for improved drainage and
paving of North Holly and Essex Avenue.
As things wind down, we will be putting the beachfront to bed for the winter
. You will see us rolling up the access mats, removing the lifeguard
stands, securing benches, and bringing some of the trash cans off the
beach. As we wrap things up, you will need to turn off your outside
showers, blow out your sprinkler systems, and make sure your plumbing is
ready for freezing weather. Freeze ups can cause a lot of damage, so take
the necessary steps to get your house ready for winter. We could get a cold
snap sooner than expected.
We still have a lot to accomplish before the end of the year.

As the weather cools down and we head into fall, it's time to start
thinking about Holiday Beach Badges for 2022! The order forms with this
year's holiday design and information will be emailed within the next
couple of weeks.
The tax sale that was scheduled to take place on September 10th was
canceled due to all delinquent payments being received prior to the sale.
As a friendly reminder, the 4th quarter tax payment of 2021 is due on
November 1st. Added/omitted bills will be sent out in the next few days
for those property owners that have additional assessments.

The Summer season is over and I want to thank Police Chief Burnaford and
the HCPD, and Lifeguard Chief Townsend and the HCBP for a terrific season.
More people, bigger crowds, more rip currents, continuing roadwork, many
other issues, and, with their leadership and professionalism, we had a
safe, successful season.
Speaking of rip currents we are ordering explanatory rip current signage
for each beach entrance. These signs are produced by the United States
Lifesaving Association, and clearly demonstrate how to recognize a rip
current and what to do if caught in one. They take some time to be
delivered, and more time to install, but they will be installed before next
season.
Please be aware of a new law in New Jersey: the “NJ Safe Passing Bill”
which requires that all motorists must move over a lane when encountering a
walker, bicyclist, or wheeler, if a lane is available and safe to do so; if
not, they must pass no less than four feet from the walker, bicyclist, or
wheeler. If neither moving over a lane or moving four feet away is
possible, the motorist must reduce speed to 25 mph or lower than the posted
speed while passing. The HCPD will enforce this new law as it does with
all traffic regulations.
Traffic lights were turned off - earlier than I would have wanted. I know
that some want the lights off this early, but, given the still crowded
town, I would prefer they stay on longer. I spoke several times with the
County Engineer’s office, as the County dictates turning the lights on and
off. They agreed to check in with Harvey Cedars a month before any decision
in the future, though noted that they must consult with all towns on the
North end. Speed limits are due to rise sometime over the next few weeks.
Bottom line: please drive safely, and watch for pedestrians and bikers.
Over the course of the year, we presented the background of our Chief and
the members of the HCPD. You will get a chance to meet them, and learn
about their respective areas of responsibility, at a series of HCPD
Community Forums that are planned for next Spring.
Until then, each month we will add a “Did You Know?” section where we will
present an interesting fact about the HCPD that you should be aware of.
So…Did you know…. the HCPD has been accredited since 2011 by the New Jersey
State Association of Chiefs of Police through its New Jersey Law
Enforcement Accreditation Commission and has received re-accreditation
every three years since then. Accredited status represents a significant
professional achievement and acknowledges the implementation of policies
and procedures that are conceptually sound and operationally effective.

HC will receive its dune grass from the county on October 8th and with
that, your HCTA has arranged a fun social event to help get everyone
motivated and coordinated in our planting and dune protection efforts.
Here's a quick event run down:

For this event, we will focus on our community dune areas in greatest need
of grass plantings:

-- Burlington Ave through Atlantic Ave

Meet HCTA Trustees and other neighbors at the HC Department of Public Works
(DPW) building -- that’s the white gate that faces the Blvd, near the water
tower -- to get grass and tools for planting. The bundles of grass don’t
weigh much and can be transported easily in the back of a car (yep, we have
trash bags to keep the back of your car clean!). Some planting tools will
be available to borrow from DPW and you’re also welcome to BYO trowels,
gloves. etc. See the videos below for ordinary household tools to help with
planting.

Meet back at the DPW building to return whatever you borrowed and head
right over to Sunset Park to enjoy some refreshments and socializing with
neighbors, friends, and the HCTA trustees.

Can’t Make it on Oct 9th? You can still help protect our dunes!
Dune Grass is available to taxpayers at no charge with a simple call to the
Public Works office at 609-494-6905. The grass delivered to HC on October
8th will be viable for planting for up to three weeks. If you can make it
out to do some dune grass planting on another October date, please call and
let them know, the Folks at Public Works are eager to help. The more dune
grass we can get planted in the fall, the better our dunes and our island
will be protected for years to come.

Labor Day is already here, and we are looking forward to the fireworks as
summer officially comes to a close. It is my hope that you have had a
wonderful, safe summer. I know many of us will enjoy slower weekends in
the fall. We still have projects to complete in Public
Works. We will soon be paving 72nd and 85th streets - we will be awarding
the contract this week. We will begin replacing the water main along
North Holly in the very near future. We also hope to pave North Holly and
parts of Essex this fall. The dock on 78th street is
under construction. The process has been painful, but we are working on it
with our guys, and if we are not diverted to other emergencies, we will
start to make visible progress.
As far as the beach goes, the nearshore sand placement project has been
completed. They placed 110,000 cubic yards of sand just off the
shoreline. We are planning on leaving the beach mats out until the end of
September unless a hurricane comes up the coast.
If that happens, we will remove the mats sooner to avoid damaging them.

Thank you to the Harvey Cedars Taxpayer Association for hosting the annual
taxpayer meeting. It is nice to hear the concerns of our taxpayers. The
tax rate in Harvey Cedars is 0.940, which means the average tax bill is
$9,745.06. 29% of the tax bill goes to fund the municipal budget, 41% to
the county, 25% to the regional school, 5% to the local school and 1% to
the municipal open space fund. We work hard to keep the municipal portion
of the taxes stable to maintain a steady tax bill.
The municipal tax sale for delinquent 2020 taxes is scheduled for Friday,
September 10, 2021, at 10 AM. At this time, there is one property
scheduled to be sold at tax sale. Thank you to all of our taxpayers, in
these unprecedented times, for paying on time and keeping our town fiscally
solvent.

I hope everyone had a great Summer….and can keep it going through September!
As you are probably aware, we changed the timing for the Wednesday evening
Concerts to 6 P.M.we to 8 P.M. This was done purely for safety reasons, as
it is much better to have people leaving Sunset Park and crossing the
boulevard while it is still daylight. We expect to keep this time going
forward.
Speaking of the Concerts, our HCPD Officers did a great job in covering the
Concerts. Between those events, the Blue Claw Craft Show, and the Coffee
With A Cop events, and their regular patrols, our Officers were truly part
of our community this Summer!
New traffic signage was installed along 80th Street, to emphasize that 80th
Street is not an Outlet back to the Boulevard, and that U-Turns are not
permitted on the side streets. We will continue to evaluate traffic signage
throughout the town in an effort to improve safety.
With the off-season approaching, please remember to utilize the HCPD
“Winter House Check” Program. This program is free of charge and will help
our officers keep an eye on your property when you are not here. We ask
that every property owner visit www.hcpolice.org to sign up.
Please be aware that this time of year we start to lose our lifeguard staff
to high school and college commitments. Some of our least populated beaches
will be unguarded on certain days if not every day through the end of the
summer. The unguarded beaches will be
routinely patrolled by lifeguards on quads to speak with beach patrons and
encourage them to swim near a lifeguard.
Additionally, please note our postseason lifeguard schedule
September 8-12 Middlesex and 80th guarded daily weather permitting.
Sept 13-30 Middlesex guarded 7 days weather permitting
September 13 - 30 Weekends 80th St guarded staff and weather permitting
Remember: while September is typically great beach weather, the hurricane
season brings increased changes of rip currents. Please be mindful, pay
attention to the flags, and obey Lifeguard instructions at all times.
Our Harvey Cedars Beach Patrol continues to shine in local competitions
(Note: all are held after hours). While the HCBP priority is, and always
has been, protecting our beaches and beach-goers, these after hour
“competitions” are more than just sporting events. They demonstrate the
training, professionalism, and excellence of our HCBP staff.
Congratulations to HCBP Chief Randy Townsend and his team on the following
accomplishments this year:
- Long Beach Island Lifeguard Tournament: 1St Place AND SIX times in a
row as Champions. Longest duration in history of one town holding title as
champions 2014 -2021
- Ship Bottom tournament 1st place
- Surf City Epic tournament 1st place
- Lavallette Men’s tournament 1st place
- HCBP tournament 1st place
- Diamond Beach Tournament 1st place

Additionally, I am proud to say that the AC Press posted a new video
interview/instructional article to articulate and show what a rip current
is and how a lifeguard effectively makes a rescue - and they featured HCBP
Chief Randy Townsend and his staff demonstrating how to recognize and deal
with rip currents. The AC Press chose Randy and our beach patrol for this
film because of our great relationship with them and because of the great
work that our patrol does day in and day out.

"Residents please be advised that there's been an increase in acceptable
recycling materials allowed by the county.
You may now place clean and dry chipboard items, including cereal boxes,
aluminum food cans foil along with #1, #2, and #5 plastics with the lids
and caps on in your recycling bin. All other recycling guidelines are to
remain in place.
Examples of acceptable plastics waste include plastic drink bottles, yogurt
containers, disposable cups, juice and milk jugs, and sturdy cosmetic and
cleaning bottles. Please continue to refrain from placing plastic bags of
any kind in curbside recycling.

The first of August marks the middle of summer.
We just had a wonderful meet and greet on Saturday night, and it was so
good to see Jim Fritz. We will continue to cheer him on as he recovers.
The Near Shore Sand placement project is underway and we are starting to
see some improvement to our beaches. This is great news. We are hoping for
a minimal hurricane season so we can capture as much sand as possible.
The water tower has been cleaned. Between now and the end of the summer
most of our attention will be on the beach. We are constantly working on
walkovers and entrances. Each rain storm brings more work. In between
working on the beach, we will slip off to work on the dock at 78th Street.
The County will be working on the Boulevard in the next few weeks. There
are two sections that will be replaced along with repairing manholes and
storm drains in the south bound lanes.
As a reminder, there is another bulk trash pickup day this summer on
Monday, August 16th along with regular trash pickup. Two (2) bulk items,
such as furniture or mattresses, may be placed out for pickup.

The new tax bills were mailed in mid-July. The grace period has been
extended through August 13, 2021. We offer convenient online bill pay for

Activity Committee is looking for volunteers. The Activity Committee hosts

Kids Night in the Park has been postponed, and a new date in August will be
posted on Social Media. Come out for a night of family fun with a petting
zoo, juggler, carriage rides, and emergency vehicles on display. Proceeds
will benefit the Marine Mammal Stranding Center and the Harvey Cedars
Police Foundation.
The Annual Blue Claw Craft Show will be on August 21, 2021. The Long Beach
Island PBA #175 will host the crab race. Come support local crafters
and/or race your own crab!

Just a reminder of the importance of locking your vehicles and removing
your key fobs. There have been recent incidents in Harvey Cedars and on LBI
that warrant this precaution. Always report any suspicious activity to the
Harvey Cedars Police Department.
Speaking of car thefts, while on patrol at approximately 1:45am on July
19th, HCPD Officer Nick D’Andrea observed two high-end vehicles traveling
south through Harvey Cedars. Once the drivers of the high-end vehicles
noticed Officer D'Andrea’s police car, they accelerated and continued
heading south at a high rate of speed. One vehicle ended up in Newark and
the other vehicle crashed near Hochstrasser Marina. Officer D’Andrea along
with other LBI Officers were able to safely apprehend the driver. Both
high-end vehicles were stolen out of Loveladies. Great police work by
Officer D’Andrea for being on patrol while most of us are sleeping!
After 8 years with the HCPD, Ptl. Anthony Abbatemarco has resigned
effective August 1st and will be joining the NJ State Police. We want to
thank Officer Abbatemarco for his great service to Harvey Cedars and wish
him luck in his new position. And I am happy to announce that Ptl. Jonathan
Rainier has joined the HCPD as a full-time Special Law Enforcement Officer
Class II. Chief Burnaford did a great job in having qualified candidates
ready to step in as soon as there was an opening so that we would not be
short-staffed at any time.
The HC Beach Patrol underwent an annual “Sanitary” examination and review
by the LBI Health Department, and got a perfect review. Congrats to HCBP
Chief Randy Townsend and his management staff.
The HCPD held 2 “Coffee With A Cop" events in July, one at Birdy’s and one
at the Neptune Market. Thanks to these great HC businesses for hosting us.
The Chief and the Officers did a great job meeting residents, answering
questions, getting to know the HC residents better, and letting the HC
residents know them better. We are looking to schedule another “Coffee With
A Cop” event later in the season, possibly at the new Agnello’s By the
Cove. Details to follow.
Once again, we are aware that with the repairs needed to fix the boulevard
repaving work still on-going, the remaining Crosswalks have not been
completed. This is unacceptable from a safety issue and we will continue to

*Litter.* The wind and seagulls are our biggest litterbugs! Please use
trash can lids to cover your trash cans. Recently, the Borough has received
complaints of uncovered trash cans.
*Dead Trees.* Please cut down any dead trees on your property before they
spread disease to healthy trees. You don't always need a tree doctor to
tell you if a tree is dead. There are a few exceptions to the rule, but if
a tree's leaves are 100 percent brown, or if a pine tree's needles are 100
percent rust-colored, the tree is dead, and it needs to come down soon. A
dead tree could fall on its own or be pushed over by winds, so it’s a
safety threat to nearby houses, fences, garages, automobiles, etc. Per
Borough ordinance, violations will be issued for non-compliance.
*Concerts.* The Wednesday night concerts in Sunset Park now start at *6pm*
and end at *8pm*. Adjust your fun-time schedules!

Please be advised Harvey Cedars will have two (2) bulk trash pickup dates
this summer along with normal trash pickup on:

In the past, bulk trash items have not been collected in the summer months,
however the schedule has been adjusted to allow for one day in July and one
day in August for bulk pickup.
Bulk items include furniture, mattresses, screens, storm windows, bath
tubs, lumber tied securely in bundles not more than four (4) feet in length
and not weighing more than 50 pounds, plumbing and electrical fixtures, and
other refuse of a similar nature and kind. White goods, tires, building
and demolition material, trees and branches *are not included*.

Regular bulk refuse collection shall resume the Monday after Labor Day.

Happy 4th of July. We want to wish you a happy safe holiday. A couple of
exciting things to report this month. We installed a new flag pole out on
the point at Sunset Park. Thanks to the businesses that donated to make
Harvey Cedars a better place.
The Land Use Board has completed their review of the master plan, and one
of the outcomes was to design a streetscape plan for downtown. Following
this exercise, we have applied for a grant to the State for the downtown
business district.
The Nearshore Betterment Sand Placement project will begin next week. Not a
moment too soon. We desperately need our beaches to fill in. This project
will last 30 to 45 days. There should not be any interruption to beach
patrons.
Still to come, the cleaning of the water tower, 78th Street dock, North
Holly water main along with Essex drainage. We have been delayed due to
backorders and COVID, but you will see activity shortly.

Congratulations again to Daina for receiving the Clerk of the Year award!
It's a well-deserved recognition for all of her hard work and dedication to
Harvey Cedars over the years. Daina is our Clerk of the Year every year!
The finance department has applied for and received the first portion of
Harvey Cedars' share of the federal American Rescue Plan funds. We are
working on where best to use the funds within the federal guidelines.
Tax bills are anticipated to be sent this month. The bills will be sent
out when the certified rate is received from the County.
Summer is here! Excited for a "normal" summer filled with events. It is
wonderful to see the park being used by so many of our residents! There
are many activities to check out - LIT, soccer camps, tennis camps,
pickleball and more. There are ReClam the Bay educational sessions in the
park and Virtual Discussions from Rutgers. Our first official event will
be Craft Day by the Bay on Saturday July 3rd. The summer concert series
will be held every Wednesday beginning July 14th, weather permitting.
Harvey Cedars 33rd Annual Arts Festival is scheduled for Sunday July 18th.

On behalf of myself and Chief Burnaford, we want to add our congratulations
to all of the accolades that Daina Dale has received on being named State
of New Jersey Municipal Clerk of the Year for 2020. Could not be more
deserving!
We are more than aware that the County has NOT completed all of the
Crosswalks that they committed to complete before the Season began. There
are 6 remaining Crosswalks to be done. The County Engineer is well aware of
our urgency. We will continue to reach out to them until the work has been
completed.
Working with Chief Burnaford, Chief Townsend, and the HC Labor Attorney,
Armando Riccio, we produced the first completely detailed Harvey Cedars
Beach Operations Handbook, a 33 page Document that covers all Beach
Operations, Duties, Discipline, Conduct, Procedures, and other Policies.
This was a big undertaking before the season began and I want to thank all
involved for their dedication. This Handbook was “officially" adopted by a
Borough Resolution at the June 21st Borough meeting. In addition, a
mandatory two-hour training session was conducted to ensure that all beach
operations employees are fully aware of all our Policies and Procedures.
Speaking of training, in June the HC Police Department held its annual
“Full Department Training Day,” where each Officer covers a specific topic
of expertise for the full staff. All of the HCPD Officers did a great job!
And I want to thank the HCPD Chaplain, Wes Smith for attending the event
and offering his inspirational words.
With the 4th of July weekend coming up, please be aware that illegal
fireworks will not be tolerated. A notice stating such will be on the
boulevard signboard and posted on our social media platforms.
In June, Chief Burnaford was asked, and honorably accepted, to give some
opening remarks at an event sponsored by the NJ Office of Homeland Security
& Preparedness, in collaboration with the Southern Ocean County Chamber of
Commerce, the Ocean County Prosecutor's Office and the US Department of
Homeland Security. The event was designed to provide public health services
for reopening businesses, the current threat environment and everyday
community preparedness resources. Quite the important topic, obviously, and
it was an honor for the HCPD Police Chief to be asked to give the opening
remarks. Congrats Chief Burnaford!

Memorial Day weekend is over, and summer is officially upon us. The weekend
and the storm did leave its mark on the beaches. We will be back out
rebuilding the walkovers this week.
The good news is that Harvey Cedars is partnering with the Army Corps of
Engineers, and will begin a near shore sand placement project. The project
is a pilot program where they beneficially use the sand that has built up
in the Barnegat inlet, transport it, and deposit the sand just off of our
beaches. They will place the sand where we have seen the most severe
erosion. We will be using a hopper dredge - the Murden. If you click on

This project will begin next month and last up to 45 days. The Army Corps
of Engineers will be placing 150,000 to 200,000 cubic yards of sand just
off our shores and it should wash up and build our beaches. The project
will avoid all the mobilization a typical project requires. There will be
no set up of pipes, baskets, or bulldozers, and there should not be any
beach closures.

- As you should have seen by now, the speed limits have been lowered and
the traffic lights are operational. Please drive carefully.
- The approved crosswalks are being painted and will be completed soon.
Remember always to stop for pedestrians in the crosswalks!
- If you see Office Dan Grundtisch out on Patrol, congratulate him on being
named the HCPD Officer of the Year for 2020 ! Officer Grundtisch has done a
fabulous job, above and beyond, and is more than worthy of this
recognition. Other Officers have been recognized for their outstanding
work. You can see those in recent articles in The Sandpaper or on the HCPD
Facebook page.
- At the last Borough meeting in May, the third of our first three “Good
Neighbor Ordinances" passed, dealing with Noise and setting time limits on
use of “power” tools and other noise. The first two dealt with long-term
parking and dog waste. I want to thank everyone who provided me with
suggestions and guidance on these Ordinances. Keep the ideas and feedback
coming!

- You may have seen a News12 New Jersey story this past Wednesday, 5/26,
regarding beach towns having trouble staffing for lifeguards this year.
They reached out to Chief Burnaford, as I am proud to say they usually do
for stories about the Jersey Shore, and our Chief reported how we will have
a fully staffed Beach Patrol this year. Chief Burnaford recognized the work
our Beach Patrol Chief, Randy Townsend, has done to ensure that we will be
fully staffed this year.
- I am pleased to announce that Officer Ben Mrozinski will be assuming the
responsibilities of the department's Traffic Safety Officer, replacing
Detective Tim Butler who served wonderfully in that role for many years.
Officer Mrozinski continues to be responsible for ensuring our medical
supplies are fully stocked, and monitoring and posting on the various
social media platforms we utilize. Detective Butler will continue with his
other responsibilities which include, but are not limited to, handling
Evidence, Investigations, Accreditations Management, Vendors, Background
Checks, and Grants.

May flowers are in bloom. Summer is right around the corner. Two big things
to report on. The President declared a disaster for the beach erosion in
New Jersey, which will make federal funds available to help repair some of
our walkovers entrances, handicapped ramps, and dune fencing. We also are
going to pilot a federal program that will place 150,000 to 200,000 cubic
yards of sand just off our shoreline. The sand will be placed between
Atlantic and Cape May Avenue. There will be more information coming out on
this shortly. This is great news.
We will also start the cleaning of the water tower along with the repair of
78th Street dock. There are several additional projects that will start as
soon as the budget gets approved.
The County continues to promise me they will be out to fix the deficiencies
in the paving of the Boulevard. This would include adding additional cross
walks.
Summer is coming quickly, and public works has a lot to accomplish before
it arrives.

Just a reminder: there are still Coyotes being spotted on the island, and
in Harvey Cedars. Follow the guidelines as laid out on the HCPD website,
www.hcpolice.org, which includes keeping trash cans secure and pets inside.
While the very successful April “Distracted Driving” campaign has ended,
the need for safe driving is always necessary, especially with the
increased auto and bike/pedestrian traffic as the peak season begins.
Please continue to exercise caution at all times and remember to walk
against traffic and bike with traffic!
The first “Good Neighbor” ordinances detailed in last month's communication
dealing with some parking, noise, and dog waste will have their second
reading and public comment at the Borough meeting (Zoom) on Friday, May 7th
at 4:30. Please join the meeting, especially if you have any thoughts on
these proposed changes to the Borough ordinances.
Last year’s extremely well-received outdoor dining will be returning this
year. It is definitely necessary for our restaurants to succeed in these
times, and just as important, many, many people loved it. The Harvey Cedars
restaurants all did a great job last year, and we will be reviewing this
year’s plans to see what, if any, improvements can be made for traffic and
pedestrian safety.
The Harvey Cedars Beach Patrol is hard at work getting ready for the Summer
season: ensuring that we are fully staffed, and that all necessary safety
equipment, lifeboats, radios, ATV’s, and other equipment is in perfect
order, and that our HCBP Programs, such as the Lifeguard-in-Training
Program and the Beach Access program will be ready to go. No one is more
qualified to continue giving Harvey Cedars the best beach patrol possible
than our Chief of Beach Operations, Randy Townsend. For those not familiar

I was thinking about starting out with an April fool's joke... but decided
that was not the best thing to do.
Spring is finally here and summer will soon follow. Public Works is
focusing on the beach. We are still bolstering up the dunes, and will be
working on the walkovers. The handicap walkovers take precedence, followed
by replacing the dune fence where it is missing.
We are also planning on replacing the water main on North Holly and
repaving afterwards. This should begin later this month. Along with the
water main, we will be flushing the hydrants by the end of the month.
Flushing the system twice a year helps maintain high water quality.
In addition to beach maintenance and water main projects, the Public Works
Department is working on restoring and improving the 78th Street dock to be
ready for the summer season.
We have a lot to do and are working hard to accomplish as much as
possible. More to follow.
The Island towns are joining together working on resiliency, and Harvey
Cedars is participating. We have included a survey link below. Please take

The new 20 M.P.H. speed limit signs have been installed on W. 80th Street,
so please be aware and watch your speed, as always, whenever…and wherever
you are driving!
Please be aware that several new Ordinances, dealing with Noise, Parking,
and Dogs will have their first reading at the next Borough meeting on April
9th. Full details of these proposed changes will be read at the April 9th
meeting.
During the month of April, the HCPD will be cracking down on distracted
drivers as part of New Jersey's U.DRIVE U.TEXT U.PAY enforcement campaign.
The police department successfully applied for and received state funding
to conduct high visibility enforcement that will target motorists who
engage in dangerous distracted driving behaviors such as talking on
hand-held cell phones and texting while driving. Be aware that “distracted
driving” is any activity that diverts attention from driving, not just
limited to talking or texting on your phone, but also eating, drinking,
fiddling with the car’s stereo or navigation system - anything that takes
your attention away from safe driving.
Please take a minute to read and, if you agree, sign the petition to amend
the new marijuana law. Chief Burnaford, along with other Law Enforcement
leaders from Ocean County, participated in an important public relations
event to draw attention and bring awareness to the new marijuana law and
the severe restrictions it places on law enforcement, even after the
parental notification change has been signed by the Governor. More

March comes in like a lion and rolls out like a lamb. It seems like
yesterday was February first. Where did the month go? We dodged a bullet
on all but one of the snow storms. However, the storms wreaked havoc on
the beaches. We are currently on the beaches everyday with our bulldozer,
loader and skid steer. The Ford tractor, which pulls the beach rake, was
damaged early on and now is at the shop, out of commission. We are working
hard to provide access to all of the street ends. This will be followed
with rebuilding the emergency entrances, handicap walkovers, and we will
end up reinstalling the dune fence. There is a lot of work to be done
before summer.
The team has also been working their way through town cleaning storm
drains. We do this twice a year along with when one becomes clogged with
debris. We have also been called to a number of water leaks. Frozen pipes
along with some underground leaks have taken some of our time as well.
Summer is coming, and while we are finalizing the budget, which will put
the money in place for a number of projects, we are doing preventative
maintenance at the water plants.
We are working hard to get ready for the summer.

concert series has been finalized and vendors are applying for the craft
shows.
The Harvey Cedars Activity Committee will be hosting our fireworks this
year on Labor Day weekend, Saturday, September 4th. The fireworks are
solely funded by donations, not from your tax dollars. A donation request
will be included in the mailing of water bills. Thank you to those who

On behalf of myself and Chief Burnaford we hope everyone weathered February
well and all are healthy, safe, and happy!
Speed Limit on side streets: As you know, the speed limit on W.80th Street
has been lowered to 20 M.P.H. and signage will be up soon. Also, HCPD
Traffic Safety Officers have been working with the Harvey Cedars Borough
Engineer, Frank Little, in an attempt to lower the speed limits on some of
our other side streets, specifically Buckingham Avenue, West Essex Ave and
Cedars Avenue.
Unfortunately, at least for now, upon completion of a traffic study, and
the speed data we provided, it was determined that we cannot lower the
speed limits at this time. As a result, the Chief has indicated that
Officers will conduct high visibility traffic enforcement over the next 6-8
months on these particular streets. During this time, our Traffic Safety
Officers will obtain new data and work with the Borough Engineer to revisit
lowering the speed limits.
Safety on the Boulevard: As we know, safety along Long Beach Boulevard
continues to be a primary focus of the HCPD. The Chief and I met with a
resident on the north end of town to discuss some of these safety issues.
While we work to do everything we can to address these concerns, we
encourage all of our residents to reach out to the Chief or I with any
concerns. We are always willing to personally meet to discuss and listen. A
sub-committee of the Land Use Board is also looking at the issue of
“sidewalks” in Harvey Cedars with the goal of improving both the safety and
the look along the boulevard.
2021 Summer: Beach Operations Chief Randy Townsend continues to prepare for
this upcoming summer season. This preparation includes the Lifeguard in
Training (LIT) Program. We are planning and anticipating a full program
this year. The cost of the program has increased this year from $200 to
$250 to assist with operating expenses. Our LIT program continues to remain
one of the most professionally run programs at the lowest cost to the
participants on LBI.

Snow, and Sergeant Frazee. This month, we will begin presenting the
background of the rest of the members of the HCPD, in order of seniority,

*News from the Long Beach Island Health Department:*
We, the LBI Health Department, have established a clinic on 3/3 that will
be for *eligible long beach island residents only*. This clinic will be
posted on the lbihealth.com webpage where residents will be able to
schedule appointments. Having limited supply, reaching our community is
priority. To date we have already physically registered approximately 150
local resident seniors without internet or computers, email or computer
literacy that contacted our office since the vaccine was available on 1/14.
That outreach will continue as long as necessary. Our physically/medically
homebound population that definitively due to their condition cannot make
it to out are being vaccinated. We are also in regular communication with
local primary care groups for identifying individuals most at risk of
severe risk of covid-19 disease and navigating an opportunity for
vaccination.
The Health Department is very hopeful that the single J & J Covid
immunization will be available soon although, it is unclear as to how the
State is planning to deploy it. They are in favor of having that available
locally should they be able to receive it. The Moderna, Pfizer and Johnson
& Johnson vaccines are all substantially safe & effective vaccines against
Covid-19.

I want to wish everyone a Happy New Year. I am hoping it will be better
than 2020. Putting things in perspective, I have been trying to focus on
some of the positive things from this year, cherish each day, and focus on
the things that matter most. I also want to recognize High Point Volunteer
Fire Company and Barnegat Light First Aid Squad for putting together our
first Santa Run. It was a huge boost to morale, not only for the kids, but
for everyone young and old. Great job.
We have had a number of north east storms and the beaches suffered some
erosion, especially in the middle, to south end of town. We didn’t lose
any dune fence, but there was a bit of erosion. The beaches are the
backbone to our existence, first line of defense, and the engine that
drives our economy. We are working on a pilot program to add additional
sand into the beach system.
The boulevard still has some deficiencies and the lanes have not been
finally painted. The manholes and some of the storm drains are also not at
the correct level. We have brought these items to the attention of the
County and they will address the outstanding issues with the contractor.
In the next few months Atlantic City Electric will be trimming the trees
that have grown into the transmission lines. This is commonly done to
minimize power interruptions.
There are a few changes to the trash contract for 2021. You will no longer
need to bundle tree branches. Branches will need to be cut in four-foot
lengths neatly piled. The limit is a four-foot cube of trimmings. This
year there will also be one bulk pick up in July and August. At our
taxpayers' meetings, I commonly heard the desire for bulk pick up in the
summer months, and so we added them to the contract. We will be mailing
out the trash calendars shortly. In the meantime, you can find the pickup
schedule on our website.
We have a number of additional improvements in the planning stages. More

This month the Borough received reimbursement from Ocean County for OCCARES
for COVID expenditures. The Borough received $67,691.62 for our expenses
from March 1st through September 30th. The process for the final submission
will cover expenses from October 1st through the end of the year, this
submission will occur early in 2021. To date all of our submissions have
been reimbursed, from cleaning expenses to the lumber for additional
lifeguard stands.
Next year we are planning for a great concert lineup, craft shows, and arts
festival. We are ever hopeful to return to life as "normal". With
anticipation of a more normal summer, we will be accepting donations for
next summer's fireworks starting in the spring.
During the current COVID resurgence, we have again transitioned to ZOOM for
all public meetings. The next Borough meeting is Friday, January 8, 2021.

The Harvey Cedars Police Department is launching a new program for the New
Year: the HCPD CCC Program: Cops Contributing to the Community. The HCPD
CCC Program will capture and document the various activities that HCPD
Officers do for the Harvey Cedars community, above and beyond their normal
police duties. The Program will BUILD ON activities already being done by
the HCPD and expand on them to include a greater reach and impact upon the
community.
The members of the Harvey Cedars Police Department have always sought to
find opportunities to contribute in meaningful ways to the community they
serve. The HCPD CCC is an exciting way to show their dedication and
commitment. It is envisioned that the program will bring new ideas and
initiatives to the Department's attention. Activities such as philanthropic
initiatives, through the HCPD Foundation and fundraising events such as the
annual “No Shave November “campaign, local school partnerships, educational
volunteer programs, nonprofit Board membership and assistance, partnerships
with community-based organizations, resident interaction and assistance,
and other community-based activities will be tracked by the HCPD CCC
Program.
Everything done through the HCPD CCC Program will be done in the name of
the entire Department. Individual Officers are not looking for
recognition, but this Program will give true recognition to the Department
as a whole.
I am happy to announce that Patrolman Nick D’Andrea was sworn in as a full
time Harvey Cedars Police Officer. Officer D'Andrea has been an HC Class 2
Officer since March 6th and has performed incredibly well all year. He has
been a tremendous asset to Harvey Cedars. He has an Associate Degree in
Social Science from OCC. We will hold an official swearing in ceremony when
Patrolman D’Andrea’s family can attend.

November flew by. Thanksgiving gave us some time to think about all the
things that we are thankful for. 2020 has certainly been a different year.
The County’s contractor is putting the finishing touches on the Boulevard.
One more lane of overlayment, then the striping of the lanes. It seems like
the manholes are more prevalent than expected. We have notified the County
for correction.
Our team is wrapping up the water main on 72nd Street. The services have
been switched over and the hydrant is back in service. We will be patching
the blacktop prior to repaving in the Spring.
Winter storms are coming, and we are getting all the equipment ready for
mobilization. Our guys do a great job under pressure.
Please prepare your homes for the winter. If leaving your house unattended
for the winter, draining pipes is more secure than leaving on the heat.
Remember, in times of storms, power outages are common. Outside showers:
turn off and drain early! If we have to turn off your water at the street,
it is $50 during working hours and $200 for after hours, weekends and
holidays.
We are also working on our water diversion permit. The application was
resubmitted with the State. We continue to use more water than our current
permit allows, causing us to apply for a new permit.
We are working on budget items for 2021. There are a lot of things to
accomplish. I am looking forward to keeping the town moving forward. Feel
free to contact me if you have items that need to be addressed.

First off, we would like to thank the Harvey Cedars Taxpayers Association
for their generous donation towards the purchase of a second Polaris beach
vehicle to be used for our handicap beach access program next year. Along
with their money, we will be using a portion of the $34,000 CDB Grant to
fund the purchase. The remainder of that money will be used to offset the
cost of beach mats. We have also received grant money from NJ Natural
Resources for the purchase of two new heating and air conditioning units
and LED lighting for the borough hall. It will cover roughly 50% of the
cost and allow us to pay off our portion, at 0% interest, over the course
of the next 5 years. We have been notified that more grant money will be
coming our way to pay for the repaving of both Holly and West Essex Avenues
in 2021.
As the Holidays are fast approaching, I'd like to remind you all that we
have some items for sale here at the borough offices, such as Holiday beach
badges, sweatshirts, T shirts and hats that would make fantastic gifts.

NO SHAVE NOVEMBER is over! Every member of the HCPD, including the Chief
and myself, participated in *No** Shave November* campaign to raise money
and awareness for those impacted by a cancer diagnosis. This year, we were
able to raise over $1,000 for David's Dream & Believe Cancer Foundation.
The foundation announced that 100% of the proceeds will go directly back to
those who are impacted and need assistance. There is still time to donate
on www.hcpolice.org Thank you to everyone who participated and everyone who
donated!
The Boulevard repaving project is wrapping up and once again I would like
to commend the HCPD Officers for their diligence. The Boulevard, as we
know, can be “unsafe.” The HCPD Officers did a great job in keeping us safe
throughout the roadwork project.
Coyotes! By now you have probably heard about the coyotes on LBI. There
have been several sightings on the Island, north and south ends. There has
been at least one reported sighting in Harvey Cedars. We have been in
communication with the Stafford Animal Control (whom we contract animal
control services with) and they are well aware. Anyone sighting a coyote
should call Animal Control at 609-597-1000. And please be vigilant with
regards to pets - do not let them outside unattended - and be extra careful
with garbage bins. Visit Wildlifehelp.org for more information about
coyotes.
Governor Murphy has signed legislation that will require all uniformed
State, County and Municipal Patrol Law Enforcement Officers to wear a body
worn camera. Governor Murphy signed this legislation to “promote
transparency in policing and build trust between police officers and the
communities they service”. The HCPD has always believed that transparency,
for both the public and the officers, is extremely important. Additionally,
cameras are another tool to provide an added level of safety to the
officers as well as the public. Since 2011 each Harvey Cedars marked patrol
vehicle has been equipped with in-car cameras and microphones that each
Officer wears while on patrol. This has been a voluntary measure, not State
mandated, that has been added to our vehicles for these many years. We will
be diligent in trying to ensure that the Governor also provides the
necessary funding for this mandate.
NIXLE: for those of you who receive messages through NIXLE, be aware that
NIXLE will now be sending the majority of messages in the form of an email
and NOT a text message. We encourage residents to download the NIXLE
(Everbridge) app as you will then receive regular messages and updates from
the HCPD.
The Harvey Cedars Taxpayers Association has generously donated $1,500
towards the HC Beach Patrol for the purpose of obtaining a second Polaris
Ranger Crew 1000. This is the vehicle that is used for the Beach Access
Program - which we intend to have fully back to normal next season, making
a second vehicle essential. The Beach Access Program allows us to transport
those in our community who need assistance getting on and off the beach.
Another reminder: We urge all property owners to utilize our free winter
house check program. Property owners can go to www.hcpolice.org and
register their home. Officers will periodically check on their property to
ensure that all doors and windows are secure, there are no water leaks,
etc. And, most importantly, if there is an issue with the property, the
Officers have up to date contact information to successfully notify the
property owner of the issue.
As mentioned last month, we had planned a series of six monthly “HCPD
Community Forums” for this year, so that HC residents can learn about the
HCPD, its Policies and Procedures, and meet the members of the Department.
Obviously, we could not do that this year, but hopefully we will next year.

There is a lot going on in town right now. The County will be completing
the drainage repairs on the Boulevard shortly and paving should begin near
the middle of November. This part of the project should go quickly. They
will mill the existing pavement and come right behind with new asphalt.
Then they will realign the traffic lanes. The paving on Cedars Avenue will
begin on the 19th of November and should be completed in a very short time
period.
In addition, our Public Works crew is working hard this month, completing a
number of yearly tasks. We recently flushed all the hydrants, put away all
the beach mats and lifeguard stands for the winter. We will shortly be
closing the park bathrooms and winterizing the sprinklers in the ball
field. Our crew will also be replacing the water main on East 72nd Street
before the frost sets in. We will then transfer the water services over to
the new main in preparation of repaving 72nd Street next year.

are at historic lows and we should be able to save roughly $16,000 in

I am proud to start this report by reiterating, for those who have not
heard, that the Harvey Cedars Police Department has successfully achieved
its 3rd "Police Agency Re-Accreditation” through the NJSACOP (New Jersey
State Association of Chiefs of Police) Law Enforcement Accreditation
Program. This is a voluntary state-wide program that implements and proves
many policies and procedures that aids in the overall operational
efficiency of the department. This is an ongoing process that is
re-examined by assessors from the NJSACOP every three years.
Congratulations to Chief Burnaford, Detective Tim Butler, who oversees the
Accreditation process, and the entire Department.
With regard to the HCPD, we had planned a series of six monthly “HCPD
Community Forums” for this year, so that HC residents can learn about the
HCPD, its Policies and Procedures, and meet the members of the Department.
Obviously, we could not do that this year, but hopefully we will next year
- they are ready to go! Until then, though, I thought I would send out the
HCPD Organization Chart so that you can see all of the members of the
Department and their assigned roles and responsibilities. Take a look at

This has been a busy time for the HCPD given all of the road work, but they
have done a terrific job in keeping things safe. Throughout the road
construction project, there have been no auto accidents or other incidents.
We are entering the time of the year where our Officers typically complete
their annual on-line virtual and in person training courses, an extensive
series of training, both state mandated and continuing education training,
that ensures they maintain their standards of excellence. Scheduling
training in the Fall and Winter allows us to have full staffing during the
“busy” season.
