Last week you should have received a letter from Jersey Central Power and Light (JCP&L) about the ending of a contract with IDT Energy. That letter is an informational notice, and you do not need to take any action.
This past year, Mendham Township took advantage of a state law that allows us to establish a Community Energy Aggregation Program. This program permits the aggregation of all residential customers within participating municipalities for the purpose of competitively purchasing electricity at rates lower than are currently available from our electric utility, JCP&L. Mendham Township combined the electricity consumption of all residential customers in conjunction with four other towns and received competitive bids from the New Jersey Board of Public Utilities licensed suppliers to provide this electricity supply service and secure better rates for our residents. The supplier that won the bid for the Hunterdon Area Energy Cooperative (HAEC), which Mendham Township is a part of, was IDT energy.
Over the last year, IDT has been supplying your power, and we are pleased that this program will be returning at a new rate of $0.0867/kWh for a term of 9 months effective March 2021. Unfortunately, the HAEC could not get all the contracts to align, so for the months of January and February, JCP&L will be providing your power and starting again in March 2021, IDT will be supplying your energy again. You do not need to take any action and your electric service will continue without interruption (unless you want to opt-out of the program).
IDT energy is starting a new program that offers residents the opportunity to select a 100% renewable energy option. If you have questions about this information, please call the program’s Customer Care Team at 1-866-688-5197 or email info(a)commercialutility.com. Updated program information is provided on the HAEC’s web page at www.njaggregation.us/HAEC.
You will receive a more extensive mailing in January 2021 with complete details about the HAEC’s new contract and the new program, including frequently asked questions, dates and times for outreach presentations, and methods you can use to opt-out of the program should you not wish to participate.

Enjoy songs, hot chocolate and festivity by Mendham's Holiday Tree and Menorah. Santa will be there for a socially distanced, and of course, mask required picture, so get your cameras ready.

Thanks to the incredible work of our Mendham Township Recreation Department, Department of Public Works, Fire Department, and Mendham Borough Fire Department, we have lights on the 80-foot tree outside of Town Hall! It was a community effort, and we are so excited to see the tree all lit up for the holidays!
Upon discussion with our Recreation Director David, it seems the tree is missing something... and we could use your help! We would love it if Mendham residents have any extra ornaments laying around to donate to our tree! Feel free to come by at any time and hang an ornament.

On Wednesday, Governor Murphy updated New Jersey’s travel advisory and reinforced that people should limit their travel plans out-of-state unless it is for an essential purpose. I know this request comes at a time when many people are used to getting out of town and having big celebrations with their families and friends. I actually just canceled a planned trip of mine, and I kindly ask that you consider these guidelines over the holidays to protect yourself, your loved ones, and our community members.
If you do choose to travel outside the state, I encourage you to observe a 14-day self-quarantine period and to wait at least five days to get tested when you arrive back in NJ. COVID-19 testing is now widely available, and yesterday, the County of Morris launched two types of at-home COVID-19 testing programs at no cost to Morris County residents or people who work in Morris County. Those who work in Morris County, but do not live in the county, will be required to submit additional proof of where they are employed such as an employee identification card or the employer’s contact information.
Applicants will also be asked to provide information about their private health insurance, Medicaid and Medicare coverage, but will not be billed for the tests. If you are not insured, you must indicate that and the county will take care of the cost of your test.
The nasal swab test is restricted to individuals who are age 18 and older and is restricted to people with symptoms of COVID-19. It will be shipped overnight and you will be asked to follow directions on how to take a sample and return it in a prepaid package. The results are generally available within 48 hours of receipt by the testing company.
The saliva test, provided by Vault Health, will be shipped to your home overnight. There is no age restriction, but the testing must be conducted under the supervision of an online Vault test supervisor via Zoom Video Conference.
If you test positive, you should quarantine and should contact your healthcare provider. Additionally, you should anticipate a call from a health department official for contact tracing to determine if anyone else was exposed.

The Township Committee will convene at 6:00 PM and will immediately adjourn into Executive (closed) Session. The purpose of the Executive Session is to discuss matters relating to personnel.

Tis the Season for Ugly Holiday Masks!
Mendham Township Recreation is hosting a 2020 twist on an old holiday favorite! Instead of an ugly holiday sweater, create an ugly holiday mask or go ahead and purchase one. When your ugly holiday mask is ready to be fashioned, put it on, take a picture and email it to, dguida(a)mendhamtownship.org<mailto:dguida@mendhamtownship.org>. The deadline to enter is Monday, December 28, 2020.
All ugly holiday mask wearing pictures will be posted to the Mendham Township Recreation Facebook Page and the one with the most likes by December 30th will win a $50 Visa Gift Card. Second place takes home a $25 Visa Gift Card.

Without their time, skills and resources, our community would be hard-pressed to keep critical town government functions running smoothly and maintain the quality of life that makes Mendham Township such a wonderful place to live.

Planning Board
The Planning Board functions under the guidelines established by the New Jersey Municipal Land Use Law, N.J.S.A. 40:55D. The Planning Board adopts the Township's Master Plan and Official Map and hears applications and makes decisions on subdivisions, site plans, and conditional uses. The Planning Board also advises the Township Committee on changes to the Township's land use ordinances.
(Zoning) Board of Adjustment
The Zoning Board deals with the issuance of variances which are based on the municipality's zoning ordinance. The zoning ordinance establishes specific requirements for a land area within a municipality and regulates not only the uses permitted, but the size of the parcels, setbacks required, parking, signs, conditional uses and numerous other such regulations.
Parks and Recreation Committee
The Recreation Advisory Committee works with the Mendham Township Director of Recreation to make recommendations to the Township Committee with respect to recreation programs and the planning, development, construction, and maintenance of the town's recreational facilities.
Tree Committee
The goal of the Tree Protection Committee is to preserve trees. This committee views trees as a precious resource which protects the semi-rural character of the Township, thereby increasing groundwater recharge, reducing stormwater runoff, increasing soil fertility and allowing for increased wildlife habitat. The committee also encourages new plantings of native species of trees.
Board of Health
The focus of Mendham Township's Board of Health is primarily septic and well-plan reviews, discussion and approvals. The Morris County Office of Health Management provides services to Mendham Township including septic and soil inspections, well inspections, food licensing and inspections, health clinics, health education and health code enforcement. The nurses provide various health programs for residents, including child health clinics, hypertension screenings as well as programs to assist the elderly. Each month, a health officer report is presented to the Board at their meeting; a flu clinic is scheduled for two dates in the fall.
Historic Preservation Committee
The Mendham Township Historic Preservation Committee's goal is to preserve and educate the community about its rich history and to encourage its protection. The committee catalogs and preserves historic documents and artifacts.
Wildlife Management Committee
The Mendham Township Wildlife Management Committee serves as the advisory board to the Township Committee on deer control programs and initiatives as well as provides general advice on wildlife management within the community. The Committee issues access permits to hunters to hunt on municipal lands and reports deer harvest totals to the Township Committee at the end of the season. It also maintains a list of licensed hunters who are permitted to hunt on private property.
Finance Committee
The Finance Committee assists the Township Committee in the municipal budget process. The Finance Committee conducts budget workshops to review department requests. After the workshops are concluded, the Finance Committee works with the CFO to present a budget to introduce at the Township Committee level.
Fire Department
The Fire Department is entirely a volunteer organization. The Department is comprised of two independent Fire Companies - Brookside Engine Company (www.bec1.org<http://www.bec1.org/>) on the east side of town and Ralston Engine Company (www.ralstonengine.org<http://www.ralstonengine.org/>) on the west side of town. The Fire Department's mission is to protect and serve our community from fire and other emergencies by providing fire suppression services, rescue services and to assist residents with problems beyond their control through code management, public education, and incident response. The firefighters complete training to maintain their skills and are on call 24 hours a day, seven days a week. Anyone over the age of 14 is eligible to join.
First Aid Squad
The Mendham Township First Aid Squad is an all-volunteer organization of caring, well trained professionals who provide emergency medical care. From minor cuts and scrapes, to rescuing injured hikers, to critical medical emergencies - the First Aid Squad helps neighbors year-round. The squad has opportunities for Emergency Medical Technicians, Drivers, and people who have other skills they would like to volunteer. For EMTs and Drivers, the squad will provide the training that you need to become certified, no prior experience required. If you're interested in the medical field, this is a great way to get involved. The squad also works closely with our local fire companies and assists with community events. The Township of Mendham is happy to present our annual Ski/Snowboard program. Our ski club program is open to all children in Grades 6 through 12. This year, the program will continue to take place over six Sundays at Camelback Ski Resort in Tannersville, PA.
Transportation & Lift Tickets are included in registration. This program is fully supervised, but we still look for additional volunteer chaperones.
Program dates include January 3, 10, 24, 31 and February 7, 21.
Departure: 7:00 AM (please arrive at 6:45 AM)
Pick up: We will depart Camelback at 3:00 PM and arrive in Mendham at 4:00 PM
Both Departure and Pick up will take place at 18 West Main Street, Brookside, NJ at the Mendham Township Elementary School.
Price for six-week program: $592.00 (Increases due to COVID busing and restrictions)
Price for six-week program: $372.00 (PARENT MUST PROVIDE TRANSPORTATION)
Price for six-week program: $262.00 (Township provides transport, no lift ticket - for season pass holders)

* Mendham Township & Mendham Borough residents receive "IN TOWN" pricing. There is a $25.00 out of town fee applied to all out of town residents.
* Additionally, register by Friday, December 18, 2020 to avoid a $25.00 late fee. Registration MAY remain open past December 18 if there are spots available to fill a bus. Should we need to start a new bus, we will begin a waitlist and when there are enough participants, they will be released from the waitlist.
* There is the option to add on ski or snowboard lessons for $45 per week. These lessons are 90-minute lessons provided by the Camelback staff.
COVID UPDATES AND GUIDELINES FOR SKI CLUB
Due to the nature of COVID-19 and the everchanging Executive Orders and guidelines issued as a result of the COVID-19 pandemic, please be sure to review the below PRIOR to registering for the ski club. The ski club is a very intricate program to put together and there are many moving parts that COVID-19 makes even more difficult. In order for this program to be effective in its operation, please only register if you are sure that you feel comfortable with the given protocols. No refunds will be given after ski club has begun for any reason other than medical reasons with a doctor's note, or a complete closure/cancellation due to COVID-19.
This year, you may notice an increased cost. Transportation is extremely costly and operating it at half capacity makes it even more costly. This is a part of why no refunds will be issued except in the situations mentioned above, as all expenses - from staffing to buses and lift tickets - need to be covered.
We do not permit anyone to sign up by the trip - you must sign up for the entire session of ski club. Additionally, if you plan to drive your child to the mountain and leave them for the day, please contact David Guida. We will waive $220 from the cost of the trip.
Please take a moment to review the below:
Buses:
* Temperature checks will be completed when entering the bus.
* Additionally, sanitizer will be provided for all participants upon entry to the bus.
* Buses will be seated every other seat (meaning each individual will have their own row).
* Masks will be required at all time on the bus.
* There will be no more than 25 participants on each bus. To eliminate possible exposure to COVID-19, we will take requests for bus placements if you are already in close contact with any individual on the trips.
* Requests (outside of grade) will be taken for individuals in close contact beyond ski club.
Meeting Area:
* More guidance is to come on this. However, we are anticipating that the lodge will have very limited access. A request is pending with Camelback to allow the buses to remain in the lots so that participants can return to the bus for breaks, and bring grab and go lunches to the bus. However, we have been guaranteed that the buses may return for lunch. So, skiers not wishing to enter the lodge will be able to leave personal items on the bus, including lunch, and return during a designated time to eat.
Refunds:
* In the event of a closure of the State of New Jersey or Camelback prior to the start of ski club, full refunds will be given to all participants.
* In the event that an individual becomes injured and cannot attend ski club, a full prorated refund will be given.
* No refunds will be given for missed trips other than injuries or with a doctor's note!
* In the event that there is a cancellation due to COVID-19, a refund will be given for each missed week. However, make ups will be scheduled where possible first.
