The League of Municipalities is offering a webinar that may be of interest on
April 17th:
“Preventing Sexual Harassment in Your Municipal Workplace”.
It is about 75 minutes, offers ethics credits, is online, and is the low
cost fee of $35.00.

Dear Members,
I hope that this month’s news finds you and yours safe and in good health.
The hyacinth pictured above is one of nature’s true spring beauties that I
surprisingly found in my front yard this week. Let’s enjoy the little
things when they present themselves.
March came in like a lion and continues to roar at us from all points of
our world. This has become a most unsettling time for everyone. First
concern is family, then employment and thirdly MCANJ. I completely
understand were priorities are at this time.
With the current COVID-19 situation I know you are inundated with email, so
I am not going to reiterate what information has already come to your
office or home desk.
Instead I want to share some *good news *with you all.
*#1. *With the unfortunate cancellation of our Annual Education Conference,
several members contacted me regarding their need for specific CEUs within
short dated time periods. First, let me remind you of information shared
23 March through your County Advisory Board members;
“The Division will waive the late fee for anyone due to renew on April 30,
who needs to utilize the 6-month grace period to renew their
certification. You can share that information with your membership. Once
we are able to evaluate the full impact of the closures and cancellations
on our licensees, we hope to issue some more comprehensive guidance.”

Dear Fellow MCANJ Members:
On behalf of myself and the entire MCANJ Executive Board, we send you our
best wishes for your continued safety and well-being. Our paramount
concern is for the safety of our MCANJ membership, as well as our immediate
and extended family members and others with whom we associate. We are all
in this together!
As a result of guidance from the CDC to cancel large meetings for the next
8 weeks, and other health and travel concerns and restrictions caused by
the COVID-19 pandemic, the MCANJ Executive Board has made the difficult
decision to cancel the 2020 Annual Education Conference scheduled for April
27 to April 30 at the Hard Rock Hotel & Casino in Atlantic City, NJ. We
appreciate your patience as we have been carefully monitoring this dynamic
situation. We will miss spending time with you in AC, but the health and
safety of our members is our primary concern. Also, we appreciate the
significant contributions that have been made by our Advisory Committee and
Education Conference Committee leaders and Executive Director in
preparation for this year's meeting.
The next MCANJ Education Conference shall be held the week of 15 March 2021
at the Hard Rock, Atlantic City, NJ. Rest assured, we are evaluating
options and working to potentially implement remote learning or otherwise
defer accreditation obligations.
All Annual Education Conference registration monies received to date will
be refunded. Please be patient as each payment is entered into the system
for individual refund. Those 15 scholarship recipient names that were
drawn at the conclusion of the 2019 conference will be eligible to receive
a 2021 conference registration scholarship.
Coordination for an election process of the FY 2021 MCANJ Secretary
position is being reviewed and we will continue to update you as that
develops. We are working with our legal counsel to ensure all matters are
addressed in compliance with laws and contract requirements. In that
regard, we are also exploring a remote ceremony for the FY2021 Executive
Board members to take their oaths of office.
I am immensely grateful for and proud of how our Executive Board has come
together at this time, and the exceptional work and dedication of our
Executive Director, Joel Popkin. We are a “TEAM” that cares and we ask
that you extend courtesy and respect to your fellow Municipal Clerks and
your communities by being vigilant about your own health and practicing
heightened cleanliness behavior.
Thank you for your consideration and for your involvement in MCANJ.
At the 2019 MCANJ Education Conference, I promised you a conference like no
other and I am a person of my word. This is a Conference like no other -
in the history of MCANJ, we have never had to cancel an Annual Education
Conference. I am so, so very sorry to not be sharing this special time with
you.

*Subject:* Governor's New Order - *Candidate Election Petitions*
1. In addition to accepting hand delivery of candidate and delegate
petitions that are due by 4:00 p.m. on March 30, 2020, the Secretary of
State, county clerks, and municipal clerks shall allow for these candidate
and delegate petitions to be submitted electronically.
2. The Secretary of State, county clerks, and municipal clerks shall also
accept petitions with signatures collected via an online form created by
the Secretary of State, which shall be available for use by Thursday, March
19, 2020. Following the availability of the online form, the Secretary of
State, county clerks, and municipal clerks shall require that signatures be
gathered via the online form. Hand signatures obtained prior to the
effective date of this Executive Order shall also be accepted.
3. The online form shall be provided to county clerks and municipal clerks
as a means of accepting petitions that are due to them by 4:00 p.m. on
March 30, 2020.
4. The verification requirements of N.J.S.A. 19:23-11, insofar as they are
not included on the online form created by the Secretary of State, shall be
suspended for petitions due by 4:00 p.m. on March 30, 2020.
