The Director of the Division of Local Government Services has adopted regulatory amendments implementing certain changes relevant to DLGS-licensed positions. These
changes include:
- The ability to bank up to 50% of surplus continuing education (CEU) contact hours earned during a license renewal cycle extended pursuant to N.J.S.A. 52:27D-
18.5 into the next renewal
cycle. This carry over allowance is effective one time only.
- Commencing with qualified purchasing agent (QPA) license renewals due by December 31, 2022:
- increasing from 20 to 25 the total number of CEU contact hours a QPA must earn during a license renewal cycle; and
- increasing the minimum required number of CEU contact hours for the "procurement procedures" category from two (2) to five (5).
- Creating a new optional continuing education category for QPAs on compliance with public works contracting laws.
- Requiring a contracting unit to notify its auditor whenever a QPA vacates the position, unless the auditor makes an annual inquiry on whether a contracting unit
has appointed a QPA or temporary QPA.

*****LEGAL DEFENSE FUND MEMBERSHIP IS Open as of August 1, 2022*****
MCANJ is now accepting Legal Defense Fund (LDF) applications for FY2022-2023 (8/1/22-11/1/23) through our online system for members in good standing. Good standing means you have already registered your MCANJ Membership for the current fiscal year. If you have not done so, you will be unable to register for LDF until that is completed. The database will check the status of your MCANJ membership when you complete the online LDF application and will redirect you to the MCANJ membership application if you have not already registered or submitted payment.
The LDF was established by MCANJ to financially assist Municipal Clerks when actions have been taken against them in the performance of their official duties. With initial membership costing $75.00, and annual renewals costing $25.00, the LDF could prove to be your most valuable insurance coverage if needed.
LDF membership is open to Municipal Clerks, Acting Municipal Clerks, Deputy Municipal Clerks, Freeholder Clerks and Deputy Freeholder Clerks.
Applications for Renewals must be accompanied by a personal check in the amount of $25, and mailed to the Executive Director, Joel Popkin, 88 Inskip Ave, Ocean Grove, NJ 07756,for receipt on or before November 1, 2022. If you did not hold an LDF membership for FY2021-2022, you will need to register as a new member for the current year.
Applications for New Members to LDF must be accompanied by a personal check in the amount of $75, and mailed to the Executive Director, Joel Popkin, 88 Inskip Ave, Ocean Grove, NJ 07756, for receipt on or before November 1, 2022.

MCANJ is now accepting New and Renewal Membership Applications for the FY2023
(7/1/22 – 6/30/23) through our online system.
Membership in the Municipal Clerks’ Association of New Jersey offers an instant network to hundreds of the most professional of local government officials in New Jersey and beyond. MCANJ offers meaningful and affordable educational opportunities to its members through an Annual Education Conference. Registered Municipal Clerks can earn continuing education credits towards their certification renewal at these sessions.
MCANJ also keeps abreast of changes in Trenton and disseminates this information to its membership through its continued communications. Municipal Clerks, the oldest of local government officials, offers camaraderie like no other; with members offering assistance when needed especially to non-seasoned Municipal Clerks or Municipal Clerks who may not have faced a particular situation before. Municipal Clerks will undoubtedly develop new and long-lasting friendships when they join MCANJ.
MCANJ offers the following classes of membership:
1. Regular Membership – Any person holding the office of Municipal Clerk, Acting Municipal Clerk, County Clerk, or Clerk of the Board of County Commissioners of any municipality or county in NJ. ($100 Annual Fee)
2. Associate Membership – Any person holding the office of Deputy or Assistant Municipal Clerk, Deputy County Clerk, or Deputy Clerk of the Board of County Commissioners. ($75 Annual Fee)
3. Honorary Membership – Any Regular, Associate or Affiliate Member in good standing upon retirement. $0 Annual Fee (Honorary Members must still renew their membership online each year so we have your most up-to-date contact information).
4. Affiliate Member – Any person holding any governmental or educational office of
employment, or any person interested in promoting the objectives of the Association who is not eligible for Regular, Associate or Honorary membership. ($75 Annual Fee)
Registration online is simple and quick. You don’t need to send your PO for our signature, as the confirmation/invoice which is generated from the system has been approved by the Local Finance Board to be acceptable for use by counties and municipalities in the State.
Help keep our membership strong by prompt submission of your membership application on or before October 1, 2022.

Dear Records Custodian:
NJ DORES Records Management Services is pleased to announce some upcoming exciting new features in Artemis.
With the newest version of Artemis, users will be able to replicate and edit prior requests, both those approved and rejected. The replicated request is assigned a new ID number and allows you to change dates and volume, delete and add items, correct signatures, add notes, etc.
Additionally, Artemis will feature a Public Search option available to everyone, including non-users. The public search feature allows for the search of published records retention schedules and authorized disposition requests.
Artemis users should note there is a distinction between "Authorized" and "Disposition Complete." Authorized means the agency received approval from DORES RMS to destroy the records. Disposition Complete means the agency received authorization and has, in fact, legally destroyed the records and cannot produce them in accordance with NJSA Title 47-Public Records. Artemis users may want to review any "Authorized" requests and update the disposition status to "Disposition Compete" if the records were destroyed.
DORES RMS will notify you of the release date and training videos will be available on YouTube.
