Legal Defense Fund
The Legal Defense Fund was established by the Municipal Clerks’ Association to financially assist Municipal Clerks when actions have been taken against them in the performance of their duties.
The Legal Defense Fund application for FY 2024 is now open to members of MCANJ. Initial Dues are $75 for the year and renewals are $25 for each subsequent year. The application for LDF membership can be found on our website – NJClerks.org. Click on Legal Defense Fund and find the application. Use your 4 digit Membership ID and password you obtained when you renewed your MCANJ membership to log into the application. Once you complete the application, you will get confirmation of your membership. New for FY2024, we now accept credit card payments! If paying by check, please mail a copy of the invoice with your check.
Please remember that your payment is due by November 1, 2023. If your payment is not received by that date, you will be deleted from the system and have to join as a new member. Thank you!

1. Don't forget to save your password and four-digit Member ID when you renew your MCANJ membership. You will need this Member ID and password to access portions of the website, join or renew the Legal Defense Fund and register for the 2024 Conference. Your Member ID can be found in the confirmation email as well. If you forget your password, click on any of the pages that require you to log in and then click Forgot Password? You will receive emailed instructions on how to reset your password.
1. Have a photo of your Municipal Building, historical site or another site in your municipality that you are proud of and want to show off? Email it to websitemanager(a)mcanj.us<mailto:websitemanager@mcanj.us> and it will be featured on the front page of our website.

If you know a Municipal Clerk, Acting Municipal Clerk, Deputy Municipal Clerk, Assistant Municipal Clerk, County Clerk, Deputy County Clerk, Commissioner Clerk or a Deputy Commissioner Clerk who has retired, moved to another municipality, has passed away, or had another significant life event or if your County Association had a meeting with speakers or gave out awards to members, send us photos or details on those events as well. We will post them on the MCANJ Facebook page as well as in a future issue of the Quill.

They are eligible for nomination!!!! We want to recognize a MCANJ member who promotes their position as “Clerk” through civic activities and events in their work or home community that is outside the scope of their normal duties and responsibilities. Nominees who are selected for recognition will be announced through electronic communications and posted on the Municipal Clerks’ Association of New Jersey website. Attached you will find the flyer and registration for our 2nd Athenian and Taking it to the Streets Series for MCANJ. Our 2nd Series takes us to the Springfield Township Fire Department (Union County) for the day to talk about the book: First In, Last Out by John Salka. Our special guests who will be joining us are Risk Manager Bill Ruch, from Statewide Insurance who is also a Fire Academy Instructor and Springfield Fire Capt. Mike Mastroeni. They have read this book and are excited to discuss it with you along with the Leadership Traits discussed in the book. Bill Ruch from Statewide Insurance has taught a Leadership Lesson Series at the Fire Academy based on this book and attendees will not only earn 3 credits to put towards their CMC/MMC but you will also earn a Leadership Lesson Series Certification along with CEU’s in Professional Development and Ethics. This is a great book to jump in for Municipal Clerks who serve dual roles as a Municipal Clerk/Administrator and are looking for affordable courses in Leadership. I know joining some Associations for that position is expensive as is the certification program. This is a great stepping stone for Municipal Clerks in this dual role at an affordable price ($50.00) to learn about leadership with fellow Municipal Clerks just like you, it’s a great networking opportunity for you in this role, and a unique learning opportunity. I hope you take advantage of this to better yourself and to challenge yourself as these are my goals for you this year.
Along with discussing the book First in, Last out for our Athenian, we will see the behind the scenes of the Springfield Township Fire Department, meet the fireman, see how the department operates, equipment needed, equipment worn, trucks used for calls, etc. We are going to immerse ourselves with the book and learn hands on about the inner workings of a fire department. I would like to thank Bill Ruch from Statewide Insurance and Fire Capt. Mastroeni in helping us in this experience and engaging us in this learning process. If you are not sure what an Athenian Dialogue is, come on out and see a interactive learning experience like no other, you will truly enjoy it. These are by far my favorite educational learning programs I’ve done.

The Municipal Clerks’ Association of New Jersey is doing a super new Athenian Dialogue Series this year called, “Taking it to the Streets”. I will be selecting locations across the State to visit that connect with the book selected and have guest speakers engage us with their own experiences in relation to the book.
The book, “Shoot Like a Girl” by MJ Hegar has been a request by Athenian Dialogue participants and will be our 1st book in our series (I may be a little partial to it as well since my daughter is an Officer in the Marine Corps).
What is an Athenian Dialogue you may ask yourself and why should I register for this amazing learning experience? It’s probably one of the most fun ways to engage yourself in learning and gaining knowledge in leadership.
Athenian Leadership Dialogues are conversations that go beyond the usual knowledge recall and application process familiar to all Municipal Clerks in training seminars. They are unique because they explore leadership principles and practice, drawing on the insights contained in a book that all participants have read. Dialogues are conversations in which Municipal Clerks share their experience and understanding as it relates to the ideas of the author and the relevance of those ideas to their public leadership role.
The premise of the Athenian Leadership Dialogue is the idea that Municipal Clerks are leaders in very profound yet subtle ways. The interest and involvement of the participants, as well as the author's specific focus and emphasis, require that the facilitator move with purpose using the language of meaning, feeling, and power.
What is involved in attending an Athenian Dialogue? Participants need to read the book prior and devote 6 hours the day of the Dialogue. You will come away intellectually enriched by this communication experience with your fellow Municipal Clerks!!!
Who can attend? Anyone looking to gain better insight on leadership! If you are looking to earn your CMC or MMC you can earn 3 IIMC points towards your certification. Athenian Dialogue’s are the only IIMC courses where you can earn 3 IIMC credits in one class. Going for your Athenian Fellow? Your one more step closer towards your ten to get your fellow!
This is just one of many avenues in 2023/2024 to better yourself as a Municipal Clerk through MCANJ!!

The Municipal Clerks’ Association of New Jersey is now accepting New and Renewal Membership Applications for FY2024
(7/1/23 – 6/30/24) through our online system.
Membership in the Municipal Clerks’ Association of New Jersey (MCANJ) offers an instant network to hundreds of fellow Municipal Clerks along with Acting Municipal Clerks, Deputy Clerks, County Clerks, Clerks of the Board of County Commissioners, Retired Municipal Clerks, Associate/Affiliate Members, local Professional Government Officials in New Jersey and beyond. MCANJ offers meaningful and affordable educational opportunities to its members through an Annual Education Conference and members can earn continuing education credits towards their RMC certification renewal at these sessions along with other licenses they may hold for their Municipality.
MCANJ also keeps on top of changes in Trenton and disseminates this information to its membership through its continued communications. Municipal Clerks, the oldest of local government officials, offers camaraderie like no other; with members offering assistance when needed especially to non-seasoned Municipal Clerks or Municipal Clerks who may not have faced a particular situation before. Municipal Clerks will undoubtedly develop new and long-lasting friendships when they join MCANJ.
MCANJ offers the following classes of membership:
1. Regular Membership – Any person holding the office of Municipal Clerk, Acting Municipal Clerk, County Clerk, or Clerk of the Board of County Commissioners of any Municipality or County in NJ. ($100 Annual Fee)
2. Associate Membership – Any person holding the office of Deputy or Assistant Municipal Clerk, Deputy County Clerk, or Deputy Clerk of the Board of County Commissioners. ($75 Annual Fee)
3. Honorary Membership – Any Regular, Associate or Affiliate Member in good standing upon retirement. $0 Annual Fee (Honorary Members must still renew their membership online each year so we have your most up-to-date contact information).
4. Affiliate Member – Any person holding any governmental or educational office of employment, or any person interested in promoting the objectives of the Association who is not eligible for Regular, Associate or Honorary membership. ($75 Annual Fee)
Registration online is simple and quick. You don’t need to send your PO for our signature, as the confirmation/invoice which is generated from the system has been approved by the Local Finance Board to be acceptable for use by Counties and Municipalities in the State.

Effective August 1, 2023, MCANJ members will receive notification of the commencement of the Legal Defense Fund (LDF) renewal. Remember, you must be a paid MCANJ member to join the LDF.
Also new for FY2024, MCANJ's website will be updated with a Members Only feature. When you renew your membership you will be asked to create a password. After completing your registration you will receive a Membership ID number. SAVE THIS NUMBER!!! The Membership ID will be your username for www.njclerks.org. You will also use this Membership ID for future registrations.You will need the Membership ID and password to access portions of the website that will only be viewable to members.
